Overview

Nakupuna Companies seeks an Analyst III: International Health Planning & Strategy Analyst to join a team working under the Office of Program Planning and Evaluation. The Office of Program Planning and Evaluation (PPEV) serves as the Bureau of Global Health Security and Diplomacy's (GHSD) central hub for data, strategy, and awards management. PPEV is comprised of two teams: the Program Planning and Strategy Team (PPST) and the Data Analytics and Systems for Health (DASH) Team.


PPEV advances the America First Global Health Strategy by promoting accountability, impact, and transparency through the collection, analysis, and use of data for evidence-informed decision-making, supported by high-quality data systems and interactive visualizations and tools. PPEV coordinates and integrates strategic planning, budget formulation, program design, and operational execution to ensure alignment with Bureau priorities and efficient implementation of business cycles. The Office also leads award design and compliance processes, strengthens governance and standardization across programs, and monitors performance across the full data lifecycle. Through training, tools, guidance, and learning collaboratives, PPEV builds the capacity of country teams and headquarters staff to interpret and use data to drive program improvement. Additionally, the office supports global health diplomacy learning efforts and fosters collaboration across interagency and international partners.



Responsibilities

The International Health Planning and Strategy Analyst will support the planning, implementation, and oversight of health programs with implementer organizations and recipient governments, ensuring these health programs are structured and executed to achieve and sustain measurable health impact.

    Assist in the planning, analyzing, and drafting of strategic planning documents with recipient governments
  • Support the implementation of bilateral health program plans, ensuring alignment with health program goals
  • Provide support and coordination for bilateral programs operational planning processes
  • Oversee bilateral health strategy and program implementation activities to monitor progress and address challenges
  • Coordinate with stakeholders to ensure effective collaboration and sustained impact
  • Prepare reports and conduct analysis on bilateral health programs status, achievements, and lessons learned
  • Recommend improvements to enhance the effectiveness and sustainability of bilateral health program arrangements

Qualifications

Skills/Qualifications: Demonstrated ability to operate effectively in ambiguous and evolving environments. Strong problem-solving skills and ability to proactively identify and address challenges.

  • Experience in health programming development implementation, and oversight
  • Strong background in project management, health impact evaluation, and quantitative analysis
  • Excellent organizational, communication, and stakeholder engagement skills
  • Ability to adapt to evolving strategies and manage multiple priorities
  • Comfort in a fast-paced environment with short-term deadlines
  • Familiarity with global health systems and foreign assistance
  • Strong oral communication and presentation skills
  • Experience in training and providing technical assistance to diverse stakeholders
  • Ability to manage competing priorities and perform effectively in fast-paced environment
  • Proficiency in Microsoft Office 365 applications, with experience in SharePoint preferred
  • Experience living and/or working in international settings

Education and Experience:

  • Master's degree or higher in Public Health, International Relations, Health Policy, or a related field
  • Minimum 5 years of experience in global health program implementation, and health program oversight

Clearance Requirements: Must possess or be able to obtain and maintain a Secret Clearance.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $90,500.00 to $95,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
