Job Description

Manages the day-to-day treasury operations activities related to daily cash flow, borrowings, compliance, month-end close, commercial banking, debt, and capital management. Responsible for investing/borrowing decisions, account reconciliations, transaction documentation, financial reporting, and adherence to internal controls and external compliance requirements. Oversees the modernization of treasury activities and tools through the use of SAP S4 Hana and other forecasting tools, as well as bank-provided treasury products and services. Provides analytical and technical support for treasury activities as needed, as well as witness coordination activities during rate cases.



Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. Ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities

  • Employee Safety, Development & Team Building - Provides employees with coaching, feedback, and developmental opportunities and builds effective teams:

    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews and development plans.
    • Provides coaching, direction, and leadership support to team members in order to achieve employee, business, customer, and safety results.


  • Daily Cash Position Management

    • Directs cash management operations including managing daily cash position, monitoring incoming receipts, processing outgoing wire transfers and payments, reconciling bank account activity, managing letters of credit for trading activities, and forecasting daily cash flow.
    • Oversees short-term borrowings, commercial paper transactions with dealers, and investment purchases and redemptions in accordance with PSE's policies.
    • Oversees the administration of credit facilities and letters of credit (LC) including the preparation of borrowing notices and LC amendments for approval.
    • Manages commercial banking activities including bank accounts, services, and user access.


  • Compliance, Audit and Reporting Activities

    • Oversees Treasury's month-end accounting close processes including review of journal entries, account balances, and related financial reporting SOX controls.
    • Oversees the preparation of compliance reporting and certifications required by borrowing covenants and mortgage indentures.
    • Assists with internal and external audits in support of SOX 404 framework and external financial reporting.
    • Oversees the preparation of cost of capital reports and the annual securities filing with the WUTC.


  • Technical Upgrades and Implementation

    • Leads efforts to modernize Treasury and payment functions, working collaboratively with leadership and staff to implement, improve, and maintain S4 Hana environment with the goal to continuously streamline and de-risk payment-related activities.
    • Partners with PSE IT, Finance, and vendors as necessary to identify optimal business processes and assist in technical resolutions.
    • Oversees and directs staff during project implementations or problem resolution.



Additional Responsibilities

  • Analysis, Evaluation and Enabling of Financing Agreements

    • Provides technical and analytical support to treasury activities.
    • Assists with efforts to implement, modify, or administer key treasury-related financing agreements with bank and legal partners including but not limited to credit facilities, letters of credit, term loans, etc.
    • Assists with the evaluation of capital markets transactions.


  • Treasury Administration

    • Supports the administration of pension plan investments under direction of the retirement plans committee.
    • Supports the administration of the PSE Foundation cash needs under the direction of the Treasurer.
    • Provides witness coordination and documentation support for regulatory processes.
    • Oversees the tracking and preparation of treasury vendor invoices for approval and processing.


  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in finance, accounting, economics or related field.
  • Seven (7) years of experience in treasury, finance or related area.
  • Strong knowledge of cash management principles and processes.
  • Effective analytical, project and time management skills coupled with demonstrated decision making ability.
    Strong attention to detail, follow-through and drive for accuracy.
  • Sound written and oral communication.
  • Ability to develop strong relationships with others in person and virtually.
  • Experience in negotiating agreements and resolving service issues with banks and financial institutions.
  • Strong financial modeling proficiency using specialized tools and standard applications, such as but not limited to MS Excel, SAP, Power BI, etc.

Desired Qualifications

  • Master's degree in business administration, accounting, finance or related field.
  • Three (3) years demonstrated cash management experience.
  • Previous management experience.
  • Strong internal controls and financial reporting background.
  • Experience working in SAP environment (ECC, S4 Hana) or equivalent system.
  • Experience negotiating or implementing financial agreements with banking partners, lending institutions.
  • CTP, CFA or CPA.

The pay range for this position is$106,600.00-$253,200.00, and this position is eligible for annual goals based incentive bonuses.
