THE POSITION

The Department of Transportation has an exciting opportunity for you to advance your career as a Right-of-Way Administrator 2. You will direct our team within the District's Right-of-Way Unit in negotiations, title searches, appraisals, claims settlement, relocation assistance, property management, scheduling, and review of acquisition functions. You will also ensure compliance with the Highway Beautification Act as it relates to outdoor advertising and junkyard regulation. DESCRIPTION OF WORK

As a Right-of-Way Administrator 2, you will supervise technical and clerical staff engaged in activities necessary to acquire, manage, and dispose of real property involved in engineering projects. You will also supervise the activities necessary for the acquisition of rights-of-way for highway construction purposes in the District.

In this position, you will provide operational guidance to assigned field offices on all aspects of right-of-way activities and assures projects are completed on time. You will be advising and assisting in the formulation of proposals and recommend procedures pertaining to right-of-way activities. Your responsibilities will also include, expediting right-of-way activities in the District and assure the work is accomplished in accordance with established principles, procedures, and techniques. You will also coordinate right-of-way activities with District design, construction, and maintenance divisions. This position will require you to conducts bi-weekly right-of-way staff meetings to review project.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • This position may be eligible for Alternate Work Schedule
  • Telework: You may have the opportunity to work from home (telework) part-time, after successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Montoursville. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year as a Right- of-Way Administrator 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as a Real Estate Appraiser Supervisor or as Real Estate Appraiser 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of progressively responsible technical experience in real estate work, including two years in a supervisory capacity; and a Bachelor's Degree; or
  • Six years of progressively responsible technical experience in real estate work, including two years in a supervisory capacity; and an associate degree, or satisfactory completion of two years of college; or
  • Any equivalent combination of experience and training.
