The Health and Human Services (HHS) IT Delivery Center provides end-to-end IT services to all staff in the Department of Human Services (DHS), the Department of Health (DOH), the Department of Drug and Alcohol Programs (DDAP), and the Pennsylvania Department of Aging (PDA). As a vital member of the Data Analysis Unit, you would be providing support for spatial services such as developing web map applications along with using other Geographic Information System (GIS) software/applications. DESCRIPTION OF WORK

This position provides enterprise level Geographic Information Systems (GIS) support for GIS web services, GIS web applications, and the GIS infrastructure which includes maps and web services. This includes development of new web map applications and troubleshooting/supporting existing web map applications. This is accomplished utilizing the Environmental Systems Research Institute, Inc. (ESRI) ArcGIS software suite along with the Innovative Systems i/Lytics Post Locate address verification/standardization software. Additional skills required include: working with Oracle and SQL Server databases, utilizing Azure Cloud services, programming using C#, Visual BASIC, Python, JavaScript, SQL and .NET web development tools.
Mentoring will be provided by our GIS coordinator on the other enterprise GIS services that we provide such as: spatial layer creation and modification, weekly and monthly data refreshes, address verification/standardization, geocoding of existing datasets, integration of US Census datasets, utilization of desktop software in map creation and the enterprise GIS servers maintenance/support. - Full-time employment
- Work hours range from 7:30 AM to 5:00 PM, candidate may decide schedule. Lunch period will be based on selected work schedule 30 minute or 1 hour lunch, Monday - Friday
- Telework: You may have the opportunity to work from home (telework) part-time, reporting to the office two days per week at minimum and telework the remainder of your work schedule. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. - Salary: Selected candidates, who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary (before taxes) of $67,736.00

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Applications Developer 1 or Computer Programmer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of information technology experience that includes two years of experience in applications development or applications maintenance; or
- Two years of information technology experience in applications development or applications maintenance, and an associate's degree in any information technology field; or
- A bachelor's degree in any information technology field.
- Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
