Position Description

The Associate Operations Analyst supports operational analysis, policy implementation activities, and process improvement efforts across policy, membership operations, and data-related functions. This role applies expanded analytical knowledge within a defined scope while continuing to build organizational awareness, subject matter depth, and cross-functional understanding.

The Associate Operations Analyst contributes to operational initiatives by conducting analysis, supporting assessments, preparing documentation, and coordinating defined workstreams under the guidance of more senior analysts or leadership. The role focuses on accurate execution, structured problem solving, and continuous skill development, with increasing independence over time but without responsibility for leading complex initiatives or serving as a primary subject matter authority.



Key Responsibilities

Operational Analysis & Support



  • Conduct structured operational analyses related to policy implementation, membership operations, data quality, and compliance activities.
  • Support operational assessments by gathering data, documenting current-state processes, identifying risks or gaps, and summarizing findings.
  • Assist with implementation activities by tracking tasks, monitoring timelines, and supporting coordination across internal stakeholders.
  • Apply established analytical methods, templates, and frameworks to evaluate operational issues and support decision-making.


Process Improvement & Documentation



  • Contribute to workflow evaluations, quality reviews, and process improvement efforts by documenting procedures and identifying efficiency opportunities.
  • Develop and maintain accurate documentation, including process maps, work instructions, tracking logs, and reference materials.
  • Support the creation and maintenance of training materials and standardized tools under guidance from senior analysts.


Data & Reporting Support



  • Compile, validate, and analyze operational data to support reporting, monitoring, and performance tracking.
  • Assist in developing summaries, dashboards, and basic decision-support materials using established formats.
  • Ensure accuracy, completeness, and consistency of data and documentation in accordance with organizational and contractual requirements.


Collaboration & Professional Development



  • Collaborate with internal teams to support operational initiatives and information sharing.
  • Communicate findings clearly and professionally in written and verbal formats appropriate to the audience.
  • Build functional knowledge of OPTN operations, policies, and contractual requirements through hands-on experience and mentorship.



Minimum Requirements



  • 2 years of progressively responsible experience in healthcare policy, public policy, health administration, organ transplantation, or related fields, or equivalent experience.



Critical Skills



  • Demonstrated experience supporting analytical, operational, or process improvement work within structured environments.
  • Strong analytical and problem-solving skills with the ability to apply established methods and tools.
  • Clear written and verbal communication skills, with the ability to summarize information accurately and concisely.
  • Attention to detail and commitment to producing high-quality, reliable work.
  • Ability to manage multiple assigned tasks, meet deadlines, and adapt to changing priorities.
  • Collaborative mindset and willingness to learn from feedback and guidance.



Additional Skills & Qualifications



  • Experience working in healthcare, public policy, compliance, or regulated environments preferred.
  • Familiarity with basic process improvement concepts, quality assurance practices, or project coordination.
  • Proficiency with Microsoft Office tools (Excel, Word, PowerPoint); experience with business or workflow applications is a plus.
  • Demonstrated interest in developing deeper subject matter expertise over time.



Education



  • Bachelor's degree in public policy, public administration, health administration, business, data analytics, or a related field; or equivalent relevant experience.



Physical Requirements



  • General office demands

    • Prolonged periods of sitting at a desk and working on a computer.
    • Frequent reaching, handling, and fine manipulation for using office equipment, filing, and managing paperwork.
    • Manual dexterity sufficient to operate a keyboard, mouse, and other office tools.
    • Occasional standing, walking, and bending.
    • Ability to lift up to 10-20 pounds occasionally.
    • Vision abilities required include close vision for computer work and reading documents.
