Job Summary: The OEI Analyst is responsible for independently reviewing and analyzing applications for the Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) certification. This position conducts financial analysis to support certification eligibility determinations in accordance with applicable federal regulations and County policy. In addition, identify resources to promote small business opportunities and capacity building measures.



The position manages a high-volume caseload, conducts business reviews, and communicates directly with applicants to ensure timely and accurate certification determinations. This role requires strong analytical skills, attention to detail, and the ability to work independently while maintaining compliance with regulatory requirements.

Job Duties:



  • Independently review and analyze and make eligibility determinations on certification applications for certification and annual review of for-profit businesses to verify ownership, management and control in accordance with Federal regulations issued by the U.S. Department of Transportation (USDOT) and eligibility requirements established under Milwaukee County Municipal Code.
  • Conduct required on-site, in person, or virtual business reviews and interviews for firms applying for certification or renewal. Document observations, verify operational control and business activities, as well as record findings accurately to support certification determination and compliance with applicable program requirements.
  • Provide operational and administrative support across certification and department activities. To include organizing, scheduling meetings, preparing routine and ad hoc reports, maintaining internal logs, supporting workflow documentation, and coordinating travel arrangements. Develop, maintain, and update internal tracking systems, assist with reporting, and support process improvements to enhance efficiency, accuracy, and compliance. Participate in required internal and external training.
  • Communicate with applicants, vendors, and internal stakeholders to provide guidance, request documentation, and explain certification requirements in a clear and professional manner.
  • Process business change requests, work expansions, withdrawals, and decertification in accordance with program requirements. Maintain accurate, up-to-date business profiles and certification records in County systems. Manage and respond to internal and external support inquiries related to certification status, documentation, and system navigation. Assist with system process updates, standard letter templates, and procedural documentation. Ensure processes are clearly documented and consistently followed.
  • Perform outreach and recruitment activities to increase awareness of Milwaukee County certification programs among contractors, vendors, and suppliers. Participate in speaking engagements, certification presentations, networking events, and community meetings. Identify potential firms eligible for certification and assess their capacity to perform on County contracts. Support efforts to expand participation of certified firms in County procurement opportunities.
  • Provide cross-functional support as needed, including participation in Bid and RFP processes, goal setting activities, contract monitoring, and reporting related to small business and certification programs. Assist with special projects and time-sensitive assignments as directed.
  • Assist with the certification appeals and challenge process by conducting investigations related to appeals and third-party challenges as needed. Compile findings, documentation, analysis, and prepare reports for review by informal Wisconsin Unified Certification Program (WIUCP) hearing panel members.
  • Demonstrated ability to manage workload independently, prioritize competing tasks, and meet established deadlines in a fast-paced environment.
  • Perform other duties as assigned.


Minimum Qualifications:



  • Current resident of Wisconsin
  • Valid Wisconsin driver's license at time of application and personal vehicle, able to maintain throughout employment.
  • High School diploma or G.E.D equivalent is required.
  • At least three (3) years of work experience in business evaluation, financial or contract management/administration, or a related field involving independent analysis and decision-making.
  • Advanced knowledge of Microsoft Word, Microsoft PowerPoint, Microsoft Excel and Microsoft Access.
  • High proficiency in analytics is a must.
  • Bilingual speaking applicants are encouraged to apply (English & Spanish)
