Salary Range: $101,400 - $163,000 (SA III)

What your job will be like:

In this role, you will lead and inspire a highperforming procurement team as you drive sourcing, negotiating, and purchasing activities that deliver the right balance of cost, quality, and timely delivery. You will ensure all procurement actions align with company and government policies while championing bestinclass practices.


You will empower your team to grow their procurement expertise, remove obstacles, and support efficient, highquality acquisitions with reliable lead times. You will also play a key role in informing leadership by analyzing performance metrics and offering insight into productivity, invoice approvals, acquisition trends, and other critical indicators that shape strategic decisions.

In this job you will:
  • Manage and provide guidance and support to procurement and technical teams that work on large capital Projects, Infrastructure, A & E and Construction services, maintenance and repair projects.
  • Reviews and monitor team contracts and contract progress to ensure compliance with procurement requirements, policies and procedures.
  • Perform file documentation reviews for completeness and quality as notated in Acquisition and Procurement Operations Manual.
  • Supervise and direct the activities of team. Act as an advisor to internal customers, provide market knowledge, supply chain solutions, and proactive support to various directorates.
  • Review change order requests and make recommendations; assists in performing cost/price analysis of bids and proposals.
  • Lead contract negotiations and team members to achieve outcomes that best support schedule and cost savings.
  • Conduct pre-bid or pre-proposal conference and bid openings.
  • Advises user departments and staff on various procurement methods and alternate products, recommends substitute as appropriate.
  • Writes memoranda, correspondence and reports relating to processing and execution of contracts or as otherwise requested; answers contract related questions from vendors and/or Lab staff.
  • Lead team toward continuous effort to improve operations, decrease turnaround times, streamline work process and work cooperatively and jointly to provide seamless customer service.
  • Reconcile team invoice discrepancies, reconcile delivery/shipment discrepancies and conflicts of interest.
Experience
  • Required: 10 or more years Deep knowledge of the full procurement lifecycle and all contract types, with the ability to apply sound judgment to complex acquisition scenarios independently.
  • Required: 10 or more years Experience with FAR clauses, solicitation, evaluation, cost/price analysis, negotiation, source selection and award of Services and Capital projects.
  • Required: 3 or more years Procurement Team Leader/Supervisor or other relevant role within a Department of Energy (DOE) national laboratory environment or with a prime contractor to the government.
  • Preferred: 2 or more years Experience with formal solicitation, proposal evaluation, cost/price analysis, negotiation, source selection and contract award for Construction and A&E projects.
Education
  • Required: Bachelor's Degree
  • Preferred: Master's Degree

Knowledge, Skills, and Abilities
  • High: Expert knowledge of the FAR contract clauses as they apply to complex procurement scenarios and cost effective acquisition of goods and services without explicit guidance.
  • High: Knowledge of professional procurement with particular emphasis on systems contracting, service-type contracts, and construction contracting.
  • High: Well-developed negotiation and persuasive skills and techniques.
  • High: A professional level of expertise in multiple areas and use of discretion and judgment in execution of duties.
  • High: Knowledge of vendor practices regarding pricing, material management, shipping, warranties, and invoicing.
  • High: Significant skill in managing and administrating multiple major procurements and contracts concurrently.
  • Medium: Able to create and maintain good working relationship through excellent communication and team building skills; including the ability to engage successfully with bother internal and external contacts and the public.
  • Medium: Able to manage and maintain simultaneous, transitional, and emerging priorities, and meet established deadlines in a fast-paced environment.
  • Medium: Above-average proficiency in computer software programs including the Microsoft Office Suite.
  • Medium: Excellent communication skills, both verbal and written, including the ability to prepare and deliver clear, concise and grammatically correct documents and reports.
  • Medium: Knowledge of elements of cost accounting principles and practices; cost and price analysis principles and techniques; contract negotiation methods and techniques.
  • Medium: Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources, ability to interpret and apply Local, State, and Federal rules and regulations accurately and effectively.
