Proposal Manager (part-time) Washington, D.C. Pay From: $45.00 per hour MUST: Experienced Proposal Manager 3+ years of experience leading and coordinating the development of compliant, high quality proposal responses, including Requests for Proposal (RFPs) and Requests for Information (RFIs) for U.S. federal government financial management opportunities Ability to manage deadline driven projects with multiple stakeholders and cross-functional contributors Strong verbal and written communication, organization and attention to detail skills Working knowledge of federal financial management concepts and terminology Authorization to work in the U.S. Bachelor's degree in Business, Finance, Accounting, Communications, or a related field (or equivalent experience) DUTIES: Lead the full proposal lifecycle of RFP/RFI responses Develop and maintain proposal templates, outlines, and compliance matrices Coordinate with contracts POC regarding teaming partners' agreements (NDA/TA) Coordinate proposal contributions from SMEs internally and across partnering teams Ensure responses are complete and aligned with RFP requirements Track deadlines, action items, and version control throughout the proposal process Manage proposal schedules, milestones, color reviews and management approvals Maintain and update proposal content libraries, past performance references, standardized responses, and the business development pipeline Support the continuous improvement of proposal processes and tools Maintain confidentiality of RFP and RFI contents Other administrative, business development-related duties as assigned Ability to sit for extended periods and use standard office equipment Must be able to participate in calls via Teams or Zoom Quadrant is an affirmative action/equal opportunity employer.
