Specifically, Oracle CFIN, Non-Merchandise Procurement, Accounts Payable, and Oracle MFCS. DESCRIPTION OF WORK

This position is the lead business analyst for non-merchandise procurement and financial activities within the Pennsylvania Liquor Control Board's (PLCB) Oracle Cloud Financials (CFIN) and Merchandising Foundation Cloud Service (MFCS) and is responsible for 2nd level help desk support for users determining whether the issue or problem is technical, or business related. This role will serve as the liaison between stakeholder groups, the Business Operations Division Finance Team, and the applications development team, focusing on process improvement, support, and enhancements for Oracle Enterprise Business Suite and Merchandising Suite. Additional duties may include:
- Leading and developing general and detailed system design activities and business requirements
- Coordinating Security roles and specifications within the application to be used when creating the various roles and groups, allowing the various program areas the ability to access data and view reports specific only to their area
- Developing work plans and identifying and tracking action items, critical issues and risks, as well as enforcing project deadlines and schedules

- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60 minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 4 days per week. You will be required to report in-office to the Northwest Office Building in Harrisburg one day per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Business Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Six years of business process analysis experience; or
- Two years of business process analysis experience and a bachelor's degree; or
- An equivalent combination of experience and training.

- You must be able to perform essential job functions.

- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.
