DESCRIPTION OF WORK

In this role, you will lead employee relations and labor relations activities across assigned areas of the Department, ensuring that concerns are reviewed thoroughly and actions are supported by sound reasoning. You will play a central role in guiding decision makers, resolving complex issues, and supporting consistent and fair practices. As a Human Resource Analyst 3, you will perform the following duties:
- Labor Relations Leadership: Coordinate activities, guide supervisors, and support consistent application of labor policies
- Grievance Oversight: Analyze grievances, prepare summaries, and assist in presenting cases at multiple review levels
- Policy Guidance: Interpret agreements and Department policies and provide clear explanations to staff
- Case Analysis: Gather information, prepare documentation, and assist attorneys with hearings and legal actions
- Training Support: Develop and deliver training on labor relations topics and update instructional materials
- UC Case Representation: Research cases, prepare witnesses, and represent the Department at unemployment hearings

- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of analytical experience that includes two years of professional human resource experience, and a bachelor's degree; or
- An equivalent combination of experience and training.

- You must be able to perform essential job functions.
