This position will plan, budget, and manage hospital construction projects to ensure that goals and objectives are accomplished within the prescribed time frame and funding parameters. Manages a wide range of specialized Planning, Design & Construction services and projects in support of WVU Medicine and its facilities. Works with internal clients to develop project scope and objectives. Responsible for coordination of construction standards in cooperation with Facilities staff to ensure maintainability and consistency of project.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor's Degree in Architecture, Engineering or related field ANDthree (3)years' experiencein construction
OR Associate's Degree in Architecture, Engineering or related fieldANDfour (4) years' experience in construction
OR High School Diploma or EquivalentANDseven (7) years' experience in construction.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Responsible for completing assigned construction projects by organizing and controlling all elements of project.
2. Assists the end user to develop and define project scope.
3. Develops clear and concise estimates and budgets for renovations and improvement requests, including accurate work scope descriptions and accurate estimates of cost; includes recommendations for alternate means of problem solution.
4. Ensures that all requestors and approval persons understand the work scope and cost implications of the project.
5. Ensures that all projects comply with all guidelines set forth by all regulatory agencies having jurisdiction.
6. Operates computers to access electronic resources including drawings, correspondence, databases, etc.
7. Responsible for developing and maintaining a Facilities Resource Center for all drawings, technical manuals, submittals, specifications, etc. utilized by Facilities personnel.
8. Catalogues and obtains reference and as-built records of all facility construction, renovation and improvements that affect WVU Medicine facilities. Maintains a cataloging system including cross references to facilitate ready access to all materials. Ensures that the Resource Center interfaces with existing data systems (manual or automated).
9. Reviews/revises, with end users input, plans, specifications, drawings, etc., to be used for equipment/system modifications, installations, renovations and new construction projects.
10. Directs, supervises, monitors and coordinates different tradespersons by daily visiting their assigned projects on a daily basis, in the completion of their assigned construction work towards the timely and cost-effective completion of all assigned projects
11. Monitors all expenses for equipment, FF&E, construction, design, change orders, project scope changes, incurred by assigned projects to ensure the project remains within budget.
12. Maintains change order log. Tracks project expense bi-weekly. Maintains all budget vs expense documentation and project schedule.
13. Coordinates the activities of contractors, vendors, and WVU Medicine personnel with regard to assigned projects.
14. Alerts appropriate leadership staff on any issues as, and when possible, before they impact the project.
15. Utilizes all knowledge and experience to lead design process to a project that meets Hospital standards for quality patient care within defined constraints.

SKILLS AND ABILITIES:

1. Thorough knowledge of standard construction industry work practices and procedures.
2. Familiarity with both common and highly specialized materials and equipment used in healthcare facilities.
3. Technical knowledge of design and construction in order to effectively maintain record documentation.
4. Ability to interact on a daily basis with individuals on all organizations levels.
