HealthPartners is hiring a Senior Project Manager, Administrative Operations and Development (AOD). This position is responsible for defining and directing the implementation of strategic major system projects*, cross-functional mid-sized system projects**, and complex multi-departmental operational projects. This position is also responsible for managing all aspects of a project lifecycle (from inception through post implementation phases) with direct accountability including, but not limited to: development of project plan, issue tracking and resolution, project status tracking, and implementation execution. This position leads project team(s) to accomplish specific project objectives within defined scope, timeframe, budget, and resource allocation parameters established by executive project sponsors. Facilitates appropriate project communication channels and maintains excellent relationships with both internal and external business customers, stakeholders, IS & T, and external software vendors. This is a hybrid role, with onsite presence required Tuesday through Thursday at the 8170 Corporate Office Building in Bloomington. Schedule and onsite days may be subject to change based on business and team needs. ACCOUNTABILITIES:
Serves as project manager on assigned strategic/complex projects(s), with overall accountability for successful project implementation (sometimes in conjunction with IS & T and business project mangers as assigned). Works with executive project sponsors and senior leadership to establish overall project objectives, scope, implementation schedule, budget, and resource requirement parameters. Manages project within established parameters and negotiates changes when applicable. Using HealthPartners' standard project management methodologies and frameworks, responsible for the development and maintenance of required project management documentation including: project scope and summary, business and technical requirements, high level project milestones, detailed work plans, resource requirements, issues tracking lists, project status tracking, and project risk mitigation strategies. Serves as overall business project architect to ensure that IS & T technical design achieves required business objectives. Ensures that comprehensive customer acceptance test plans are developed and executed. Establishes and maintains effective communication with team members, stakeholders, other internal contacts, external customers, and software vendors as appropriate. Communicates to affected stakeholders on topics including, but not limited to: project status updates, upcoming project milestones, project issues and their proposed resolution strategy(s), project risks and their associated mitigation strategies, resource constraints, and any proposed changes to project scope/implementation timeframes, and status of project budget. Responsible for identifying and coordinating resolution of all business and technical issues. Participates in identification of key issues, and negotiates resolutions as appropriate. Coordinates and schedules all activities for project team members. Negotiates project resource availability with departmental leadership when applicable. Responsible for ensuring that required project documentation is developed and maintained within central project repository. Facilitates RFI/RFP process as necessary. May also participate in contract and price negotiations with external vendor. Where appropriate, coordinates vendor activities to ensure project success. Proactively provides performance feedback to both individual project team members and management as appropriate. Activities include: education/training recommendations, performance review assessments, and coaching/mentoring. Responsible for managing multiple projects at any given point in time. Represents HealthPartners and its interests in external industry forums at both the national and local level (examples may include AHIP, WEDI, MN HIPAA Collaborative, MN AUC Committee, and vendor user groups, etc.) as assigned. REQUIRED QUALIFICATIONS: Education: Bachelor degree in computer science, business administration, health care management and/or 5+ years of equivalent project management experience in implementation of complex health care related projects. Experience and Knowledge: Candidate must possess demonstrated project management experience in a health care administrative setting as evidenced by successful implementation of 4-8 complex projects (IS & T development effort greater than 1,000 hours or project budget in excess of $200,000) that were delivered within project parameters (e.g. delivered on time, met customer expectations, and delivered within established budget parameters). Demonstrated project management, consulting, and facilitation skills that resulted in successful project implementation for complex or multi-departmental projects. Candidate must possess ability to balance project stakeholders' requirements within pre-established project parameters (e.g. project scope, implementation timeframe, budget, and resource availability). Candidate must also possess ability to effectively communicate project status and issues to key project stakeholders to ensure successful project implementation and demonstrate proven project management leadership in implementation of large scale multi-departmental projects.

PREFERRED QUALIFICATIONS; Education:

DECISION-MAKING: This position has been created to achieve the objectives of customers which require the use of project management processes to plan, manage and track a complex set of tasks. The Sr. Project Manager will be required to make decisions needed to meet the measurement, analysis and implementation objectives of the executive project sponsors. The Sr. Project Manager will be responsible to influence and indirectly manage a multi-disciplinary team to successfully complete the milestones and goals of the project within scheduled timelines, project scope, budget and resources allocated to the project. While the Sr. Project Manager will have the ability to influence the final project scope, design, implementation timeframes, and resource allocation requirements within pre-established project parameters, approval of any significant deviations must be approved by executive project sponsors, as well as business and IS & T leadership. MAJOR CHALLENGES:
Ability to manage project within pre-established parameters established by executive sponsors (e.g. scope, timeframe, budget, resource availability) and meet high priority external customer requirements. Ability to secure project resources/budget/project prioritization due to number of high priority projects within HealthPartners. May need to balance external customer expectations/business partners' expectations with HealthPartners delivery capabilities. Capabilities may need to be implemented in a phased approach or may never be feasible to implement. Must be able to accurately communicate project deliverables to our customers/business partners in a timely fashion. Ability to successfully negotiate non-automated solutions to reduce overall project scope may result in increased budget and audit risks for a specified business operational department. Business leadership may be hesitant to agree with proposed solutions without executive sponsor approval. Proposed implementation solutions must meet customer audit and regulatory requirements.
