POSITION PURPOSE:

Responsible for collaborating with the Project Manager, Deputy Project Manager, and IDIQ Manager to support management of special project tasks, including classification and records management project efforts at the PORTS site. The Special Projects Manager/Classification position is responsible for ensuring efficient and quality completion of assigned projects. Duties include record digitizing, personnel management, project planning, reporting, cost control, subcontractor management, and client interface. Supervise development of schedules, monitor progress, and initiate action to ensure project objectives and schedules are met and work is performed within budget.

Support the Records Management and Document Control (RMDC) program that includes the RMDC operation and maintains compliance with all regulatory agency requirements. Supports the transition from a paper and mixed-media record format to an electronic format while maintaining security and required movements of material in the changing footprint of the DOE facilities during the D&D evolution. This work includes individual performance and direction of staff for prepping and scanning operations, ensuring consistent work flow for meeting or exceeding contract performance requirements, coordination of required government furnished services for performance of work (i.e. radiological services, waste management, etc.), and any other duties required for project performance.

As assigned, supports the classification and records areas for the flow and storage of information at the site. Supports management to ensure adherence to DOE Orders in regard to protection of information and proper storage of records (includes paper, media and material). Provides technical oversight in both the classification and records fields as well as with the project management on future activities within these areas.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Provide support to DOE for all DOE classification activities at the Portsmouth Site. These activities include, but are not limited to, gaseous diffusion technology, gas centrifuge technology, and conversion technology.
  • Reviews and electronically digitizes mixed media records (i.e. videos, cassettes, microfiche, etc.)
  • Provide review of Energy Employees Occupational Illness Compensation Program Act (EEOICPA) documents
  • Reviews documents containing scientific, technical, and/or operational information prior to approval for release to the public.
  • Assists in training authorized Classification personnel.
  • Provides classification guidance to authorized Classification personnel.
  • Supports the RMDC Records Reduction Project that transitions paper record format to an electronic format while maintaining security and NARA requirements.
  • Perform required work scope under supervision by IDIQ Manager independently and/or within a department
  • Review equipment and bulk material procurement methodology, schedules, expediting plans, and methods of delivery to ensure compatibility with project plans, schedules, and budget.
  • Conduct periodic project and customer meetings to review progress and discuss issues. Ensure problems involving coordination, schedule and the setting of priorities are resolved by the project teams.
  • Prepare and/or direct the preparation of progress and special reports to customers and NWD management.
  • Ensure performance to satisfy customer's acceptance of work
  • Responsible for managing, coordinating, and administering any of the following major and complex projects, i.e., major projects involving several organizations; simultaneous management of several projects or tasks. Takes the lead in working with all participating entities relative to identified special projects.
  • Contributes to the overall site Records Management Plan. Manage documents and records including sensitive and classified information received from other site contractors and DOE. Supports processing of all site contractor and subcontractor records generated/received regardless of media.
  • Supports the operation of the records management facility to include all records and documents from DOE Contractors; and manage records declassification.
  • Manage personnel for efficient execution of project tasks

MINIMUM QUALIFICATIONS:

Education and Experience


  • High school diploma plus five years directly applicable experience as a Classification Analyst at a Department of Energy (DOE), Department of Defense (DoD), or Nuclear Regulatory Commission (NRC) licensed facility. A credit of one year shall be given for a degree in a related field.
  • Must have completed and been certified as a Derivative Declassifier, or obtain within 6 months.

Skills and Abilities

  • Proficiency in Microsoft Office Suite.
  • Knowledge of disposition classified equipment and material in accordance with the requirements of 41 CFR 109-45.09-52 and DOE M 470.4-4A Chg 1, "Information Security."
  • Knowledge of DOE Orders, 243.1C, 206.1,475.2B
  • Certificate of Classification Authority.
  • Certificate of Declassification Authority.
  • Certificate of Reviewing Official Authority Unclassified Controlled Nuclear Information Reviewing Official.
  • Radiological Worker II trained

Language Skills


  • Ability to read, interpret, and produce technical documents.
  • Ability to write routine and non-routine reports and correspondence for management approval.
  • Ability to speak effectively before groups of customers or employees.
  • Demonstrates the ability to get along with co-workers, customers, and visitors.

Special Requirements:


  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a DOE "Q" clearance.

PHYSICAL DEMANDS:


  • While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to sit, stand, walk, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and drive.
  • The employee may regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision, depth perception and the ability to adjust focus. Manual dexterity abilities required for implementation and maintenance of physical access controls systems and equipment.

WORKING ENVIRONMENT:


  • Works in typical office environment. The noise level in the work environment is usually quiet.
  • Overtime/alternate work schedule required when needed for projects or events/incidents, etc.
  • May be required to work under a radiological work permit.
