Under the general direction of the Labor Relations Director for the Employee and Labor Relations Department, this position provides complex analysis and recommendations to management, employees, and exclusive representatives on University policies and Collective Bargaining Agreements; independently drafts notice to employee organizations and facilitates meetings on those obligations; responds to requests for information; advises on the rights and responsibilities of employee organizations and their representatives, advises on dues/fair share fee deductions, access and all terms and conditions of employment, legislative and bargaining updates, as well as meets and provides advice on compensation notice actions. Works with union-related confidential materials. Advices management on collective bargaining activities related to confidential management bargaining strategies and UCD/UCDH dissemination of communication regarding bargaining activities, accretion and wage actions, contract administration and information related to terms and conditions of employment for represented employees.
Independently performs data extraction, research and analysis of information relating to union requests, department metrics, diversity, bargaining, corrective action and layoff processes.

Qualifications
Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
- Bachelor's degree in related area and/or equivalent experience/training
- Demonstrated experience in labor law, preparing formal responses to labor unions and consulting with precedent and administrative procedures to inform response.
- Demonstrated experience analyzing contracts or policies, issue spotting violations or compliance issues, analyzing labor relations practices or procedures, considering alternative solutions and consequences, and proposing solutions.
- General knowledge of labor and employment laws, including recent developments and practices, applicability to the public sector, desirability to implement through contracts, and probable impact on arbitration decisions; as well as analytical, problem solving, and communication skills.
- Computer skills including Microsoft Excel, Word and Outlook.
- Skills functioning in a demanding environment to resolve conflict/confrontation situations among emotionally distressed and frequently uncooperative parties; as well as skills to work effectively and sensitively with individuals from diverse cultural backgrounds and perspectives to build mutual respect, fairness, and equity.
Preferred Qualifications
- Knowledge of the Higher Education Employer- Employee Relations Act (HEERA) or other public sector labor laws, including scope of bargaining, contract compliance, standards of unilateral changes, union notice requirements, and public sector labor union behavior.
- Knowledge of Public Employment Relations Board (PERB) unfair labor practices charges, unit modification, and unit requests for recognition.
- Knowledge of UCD Staff Personnel Policies (PSS and MSP) and existing union contracts.
- Skills to use University programs and applications.

This position performs independently to provide UC Davis/UC Davis Health coordination of collective bargaining activities related to confidential management bargaining positions, strategies and UCD/UCDH dissemination of communication regarding bargaining activities, contract administration and information related to terms and conditions of campus employment, seeking specific instruction only in unusual circumstances. Employee and Labor Relations (E&LR) offers balanced advocacy to management and individual employees to protect their respective rights.

Work Environment
