Summary

Reporting to the Director, Energy Compliance Services, the Senior Regulatory Program Manager

("SRPM") will be responsible for managing and overseeing compliance activities related to the various clean fuel regulations the company participates in. The ideal candidate will be a results-oriented self-starter that works well across cross-functional teams to solve complex challenges. The SRPM will also work closely with and support the VP, RNG Operations, regarding compliance activities attributed to Clean Energy's Upstream equity dairy RNG assets.

Essential Duties and Responsibilities include the following. Additional duties may be assigned.

Manage LCFS pathway submittals, verification/validation of pathways, and updating monitoring plans and other procedural documents.

Track and submit temporary and provisional pathway applications, timelines for submission, validation, and certification, project CI changes, and Margin of Safety implications.

Oversee LCFS reporting, reconciliation activities, and annual fuel pathway reports.

Execute RFS quarterly/annual reporting. Draft and maintain throughput files. Ensure all deadlines are met across multiple stakeholders and departments.

Collaborate with internal teams to collect, analyze, and interpret data from RNG projects for accurate modeling, reporting, and credit generation.

Update and manage Teams folders and compliance channels for sharing and task management along with document retention requirements per the regulations.

Create workflows and SOPs for Upstream/Downstream operations and compliance teams.

Manage compliance audits and ongoing attestations, working closely with functional teams.

Represent the company and participate in regulatory workshops, reporting back key takeaways and action items to the team.

Review, analyze, and provide effective summary memos of regulatory changes, including writing position letters for submittal to the regulators.

Identify and learn new compliance programs, providing strategic recommendations on new market opportunities that allow for Renewables to expand and grow.

Manage any due diligence requests, audits, and or attestations that arise from the generation of environmental commodities.

Identify and develop enhanced internal operational control policies and procedures, including producing/updating Standard Operating Procedures.

Update and integrate our internal Compliance Guidebook into SharePoint so that it is shareable amongst teams. The Compliance Guidebook outlines the regulatory obligations and steps we take in the various environmental programs we participate in.

Regularly review the RFS and LCFS programs and report back on how our RNG volumes compare to the rest of the market.

Clearly demonstrate a drive for constant improvement and attention to detail in all work products.

Meet ad hoc duties while balancing an ability to remain flexible, work with a dynamic team, maintain excellent organization, and perform under strict deadlines.

Travel for site visits or corporate meetings as needed.

Qualifications

Education and/or Experience

Bachelor's degree in compliance, finance, accounting, or economics in a related field; 2 - 4 years of related experience; and/or equivalent combination of education and experience. Experience in the Energy Industry (particularly natural gas) or Environmental Commodities (carbon credits, RECs, RTCs) preferred.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

Knowledge, skills, and experience with Microsoft Office (PowerPoint, Outlook, Word, Excel), Internet, Social Media, and CRM systems (we use Microsoft Dynamics).
