Tharros is seeking a SATCOM SME to support the development, evaluation, and implementation of communication strategies and operational requirements across Navy IW operations. This role offers the opportunity to play a crucial part in enhancing the Navy's communications capabilities and supporting effective IW operations. Responsibilities:
- Provide subject matter expertise in Navy SATCOM requirements including EHF, protected MILSATCOM, wideband SATCOM, and COMSATCOM capabilities.
- Review and analyze communications requirements, OPLANs, acquisition documents, CONOPS, and technical/non-technical documentation.
- Support NAVIFOR N8 capability gap identification, requirements analysis, and fleet communications modernization initiatives.
- Develop collaborative, analytically driven solution recommendations supporting fleet communications resiliency.
- Collaborate with NAVIFOR, Fleet Cyber Command (FCC), USFF, OPNAV, TYCOMs, Warfare Centers, Program Offices, and other Navy and DoD organizations.
- Advocate for fleet SATCOM and C5I requirements with program sponsors, acquisition offices, and operational stakeholders.
- Review and enhance Navy SATCOM terminal, modem, and communications delivery strategies including NMT capabilities.
- Support SATCOM database management activities including tracking, maintaining, and updating fleet requirements.
- Assess space operations, ISR transport capabilities, and emerging satellite threats impacting Navy communications architecture.
- Evaluate SATCOM system fielding continuity and fleet training effectiveness; recommend process and readiness improvements.
- Assist in identifying required SATCOM Doctrine, Organization, Training, Materiel, Personnel, Leadership, Facilities, and Policy (DOTMLPF-P) actions.
- Support execution and tracking of SATCOM DOTMLPF-P initiatives under NAVIFOR cognizance.
- Develop analytical products, white papers, executive briefs, and flag-level presentations supporting fleet communications initiatives.
- Support the Information Warfare Integrated Prioritized Capability List and OPNAV Program Objective Memorandum (POM) process.
- Prepare and present oral briefings, papers, and status updates to senior Navy leadership and chain of command stakeholders.
- Perform Liaison Officer (LNO) functions supporting Joint and international communications coordination efforts.
- Review and provide CRM/tasker input to NAVIFOR N8 assigned documentation and staffing actions.
- Support NAVIFOR participation in doctrine development, requirements integration, and communications modernization conferences and workshops.
- Provide subject matter expertise in formal military communications writing, requirements documentation, and executive correspondence.
- Support development of NCTP C5I Shore Command Core Tactical Baseline requirements and readiness documentation.
- Assist in mapping C5I tactical baseline requirements to Navy Mission Essential Tasks (NMETs) across NCTPs.
- Review CCDR OPLANs, COMMPLANS, ICPs, GFMPs, and related documentation to determine theater-level C5I baseline equipment requirements.
- Support identification and documentation of fleet IT Transport & Network capability gaps impacting joint and coalition operations.
- Coordinate with Fleet Commanders, TYCOMs, COCOMs, SYCOMs, and Navy Headquarters staffs on maritime communications requirements.
- Provide subject matter expertise supporting CANES, ADNS, CENTRIXS-M, Naval Messaging, Wireless Mobility, STACC, and related IT transport/network requirements documentation.
- Support Arctic Communications and RC3 Fleet CONOPS DOTMLPF-P initiatives and status reporting.
- Develop RC3 assured mission planning concepts, doctrine, and fleet TTPs supporting deployed maritime forces.
- Conduct analysis of hybrid military/commercial SATCOM implementations and deliver recommendations supporting RC3 capabilities modernization.
- BS Degree in a Science, Engineering or Information Systems discipline.
- 8+ years of experience working with Naval HF & SATCOM communications, including UHF SATCOM Narrowband Systems, SHF Wideband SATCOM, and shore communications.
- 6+ years of experience in tactical or strategic military operations and military comms systems.
- 6+ years of experience with Naval or Joint Communication Programs and stakeholders.
- Strong analytical skills and ability to develop experimental and operational strategies.
- Excellent communication and documentation skills.
- Experience in the development of acquisition documents, CONOPS, doctrine, and TTP for tactical systems.
- Knowledge of coalition operations and integration with NATO and other services.
- Proven ability to engage with high-level stakeholders and prepare persuasive briefs.
- Active TS/SCI Security Clearance.
