Job Description
CSCI Consulting is looking for a highly skilled and detail-oriented IT Project Manager (Data Warehouse & Cloud Migration) to support State of Indiana enterprise initiatives. This role focuses on leading complex digital transformation efforts, improving project execution, and ensuring successful delivery of large-scale technology modernization programs. The ideal candidate brings deep expertise in IT project management, strong leadership and analytical capabilities, and hands-on experience delivering complex enterprise projects, including cloud migrations and data warehouse transformations, within large, multi-stakeholder environments.
Responsibilities
- Provide expert-level leadership across multiple concurrent IT projects to ensure successful delivery aligned with business objectives
- Manage large enterprise-type projects involving multiple internal stakeholders and contracted resources
- Develop, monitor, and maintain comprehensive project plans, timelines, and risk registers
- Define user and project team roles, responsibilities, requirements, deliverables, and approval processes
- Coordinate and monitor stakeholder activities to ensure projects remain on schedule and within budget
- Communicate project status, risks, and outcomes to senior management and stakeholders
- Lead end-to-end migration of on-premises Oracle data warehouse solutions to Google Cloud Platform (GCP)
- Support tactical execution including resource management, project tracking, and oversight of final deliverables
- Collaborate with technical and business teams to resolve project challenges and drive alignment across workstreams
- Mentor and provide guidance to intermediate-level project managers, including recommending training and development opportunities
- Translate technical concepts, methodologies, and SDLC processes into business-friendly language for non-technical stakeholders
Minimum Requirements
- Bachelor's degree in Information Technology, Computer Science, Business, or a related field
- Must be local to Indiana or able to support onsite/hybrid requirements as needed
- Minimum of 10 years of experience in IT project management and digital transformation initiatives
- Demonstrated experience managing complex IT projects or portfolios across multiple business units and stakeholders
- Proven experience leading cloud migration efforts, including data warehouse transformation initiatives
- Strong knowledge of the Software Development Life Cycle (SDLC), IT systems, and project management methodologies
- Experience with Agile, Waterfall, and Hybrid delivery models
- Experience managing projects using tools such as Azure DevOps or similar platforms
- Strong knowledge of enterprise data platforms, including Oracle, PL/SQL, and modern cloud-based data tools (e.g., BigQuery, Dataflow, DataStream)
- Ability to communicate technical concepts clearly to non-technical stakeholders
- Creativity and adaptability in problem-solving
- Ability to work with clients to understand their needs
- Strong organizational and time-management skills
- Excellent written and verbal communication skills

Preferred Skills
- PMP Certification
- Prior experience supporting State of Indiana large-scale software projects
- Demonstrated experience leading end-to-end migration of on-premise data warehouses to cloud platforms
- Experience working with Google Cloud Platform (GCP) environments
- Familiarity with modern data architecture and data integration approaches
- Experience working in complex, cross-functional, and geographically distributed project environments
- Strong relationship management skills with both executive leadership and technical teams
- Ability to synthesize and organize highly complex and technical information into actionable insights
- Ability to work in a team environment, as well as independently
- Strong customer and vendor relationship skills
- Demonstrated ability to comply with data standards and policies
- Motivation to learn new technologies and methodologies that demonstrate value
- Past experience working with a state/local government agency
