Project Manager II

WHAT WE NEED:

The BCBSMA Project Manager II will be a highly competent and energetic professional with passion and expertise to develop, implement and promote business critical and/or corporately sponsored operational initiatives. The successful candidate will oversee and manage all aspects of business operations with a focus on strategy, planning, and implementation components, including tactical cross-functional dependencies and communication to all levels of leadership across the BCBSMA organization, including with vendor partners and contractors, as applicable.

This position is eligible for the FLEX persona.

YOUR DAY TO DAY:

The Project Manager II role provides a variety of project management and operational consultative services to BCBSMA business units and project teams within BCBSMA Operations and cross-functionally across the BCBSMA enterprise. The primary goals of this role are to facilitate the following:

• Management of mission critical work that supports the execution of the local and corporate projects at BCBSMA
• Oversight of cross-functional initiatives that improve the member and provider experiences

WE'RE LOOKING FOR:

The Project Manager II must have an extensive customer knowledge, an end-to-end operational health plan background, project team leadership, and operational expertise combined with effective project management experience. This level of project management supports operational excellence necessary to position the BCBSMA Operations Division to be a leader in service to our members and providers.

The Project Manager II will provide the project management, subject matter expertise and consultative services resources required for technological, operations and service initiatives, programs or projects that support both the Operations Division and the BCBSMA corporate enterprise.

• Work with BCBSMA leadership team in determining overall mission, vision, goals and executing on objectives for corporate initiatives, including implementation of a strategic plan that makes consistent and timely progress towards business goals through specific, tactical plans (e.g. federal and state mandates).
• Partner with business teams to create project impact assessments, corresponding business process re/design and plans to achieve critical path deliverables necessary to meet initiative milestones.
• Lead efforts to create internal partnerships with key stakeholders, with an emphasis on strategically increasing the project's impact, sustainability and visibility within BCBSMA Operations Division and across the BCBSMA enterprise, as appropriate.
• Consistently manage projects and competing deliverables to meet critical milestones, adhere to budget and timelines.
• Involve key stakeholders in maintaining project scope and establishing realistic plans for execution, including risk mitigations.
• Identify and secure necessary resources to satisfy project deliverables.
• Consistently complete simultaneous projects efficiently, effectively and on-time.
• Participate on project steering committees to provide applicable project status, escalate risks and partner on mitigation plans.
• Partner with BCBSMA corporate communications team to develop enterprise-wide, internal and external communication plans to ensure key stakeholder engagement.
• Engage BCBSMA Audit and Risk Leadership team to ensure enterprise-wide risk mitigation and necessary corporate audit functions are fulfilled.

Project Management and Business Consultation:

• Conduct project assessments
• Facilitate project planning

• Manage project Implementations
• Guide business process redesign efforts
• Manage deliverables and timelines
• Prepare senior leadership dashboard reporting
• Assess business and financial impacts to BCBSMA
• Identify member experience impacts
• Assess and report security and risk factors
• Partner with business partners to drive improvements
• Document project charters and opportunity statements
• Make operational start, stop, change recommendations
• Identify operational find and fix opportunities
• Identify opportunities to create synergy between projects with related goals
• Adhere to BCBSMA audit, risk, security, privacy and compliance policies and procedures

WHAT YOU BRING:

• 2-5 years of experience in a project coordinator role
• 5-7 years of experience participating on local and corporate projects
• Provide business and/or operations recommendations
• Facilitate development of business success criteria
• Facilitate and manage the business process improvements
• Provide subject matter expertise
• Drive operational improvements
• Provide consultative services
• Serve as a subject matter expert on project teams

SKILLS & QUALIFICATIONS:

• Minimum of high school diploma
• Associate degree or equivalent project management courses preferred
• Strong written and verbal communication skills
• Ability to lead and motivate teams
• Effective at managing people and teams
• Superior organizational and negotiation skills
• Exemplary organizational skills
• Adept at problem solving

The job posting range is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee's pay position within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs and affordability.

This job is also eligible for variable pay.
