Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in Business, Supply Chain Management, Finance, Healthcare Administration or a related field, or an equivalent combination of education and experience.
  • Minimum of five (5) years of progressively responsible professional experience in procurement, contracting, strategic sourcing, supply chain management, finance, materials management or related business operations functions.
  • Minimum of two (2) years of supervisory or management experience with responsibility for operational oversight, staff leadership and performance management.
  • Experience managing procurement and contracting activities, including competitive sourcing, supplier negotiations, contract administration and procurement compliance.
  • Experience within a healthcare, public sector, academic healthcare and/or other regulated operational environment.
  • Knowledge of procurement, contracting, strategic sourcing, supplier management and business operations principles, including competitive sourcing methodologies, contract administration and procurement compliance requirements.
  • Understanding of purchasing, contracting and operational considerations within a healthcare, public sector or other regulated environment.
  • Knowledge of financial stewardship, operational controls, process improvement methodologies and continuous improvement principles.
  • Strong analytical, organizational and critical thinking skills with the ability to evaluate complex operational, contractual and financial issues and develop practical solutions.
  • Ability to interpret policies, procedures and regulatory requirements and apply sound judgment in complex situations.
  • Ability to identify process improvement opportunities, manage competing priorities and support organizational change initiatives.
  • Demonstrated leadership skills with the ability to supervise, mentor, develop and motivate staff while fostering a collaborative and accountable work environment.
  • Ability to establish and maintain effective working relationships with physicians, clinical stakeholders, operational leaders, suppliers and cross-functional teams.
  • Ability to lead collaborative initiatives, facilitate stakeholder engagement and support organizational objectives across diverse groups.
  • Strong interpersonal, verbal and written communication skills with the ability to effectively communicate complex operational, sourcing and contracting matters.
  • Ability to prepare reports, presentations, correspondence and executive-level communications in a clear, organized and professional manner.
  • Experience utilizing ERP systems, procurement technologies, reporting tools and Microsoft Office applications, including advanced proficiency in Excel.

Preferred Qualifications

  • Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM).
  • Master's degree in Business Administration, Supply Chain Management, Finance, Healthcare Administration, Law or a related field.
  • Seven (7) or more years of progressively responsible experience in healthcare procurement, strategic sourcing, contracting, supply chain operations or related healthcare business operations.
  • Experience within an academic medical center, integrated health system, University of California environment and/or other large complex public-sector organization.
  • Experience supporting healthcare contracting activities involving supplies, capital equipment, purchased services, software and clinical support services.
  • Experience with contract lifecycle management, supplier governance, procurement compliance and healthcare supply chain operations.
  • Knowledge of California Public Contract Code, delegated authority requirements and public-sector procurement practices.
  • Experience utilizing spend analytics, benchmarking tools and procurement performance metrics to support strategic sourcing, standardization and supplier consolidation initiatives.

Department Overview

The Purchasing Department provides centralized procurement services for the acquisition of a wide array of supplies, equipment, and services to support the needs of the health system including UC Davis Medical Center, UC Davis Children's Hospital, Same-Day Surgery Center, Comprehensive Cancer Center, 48X Outpatient Surgery Center and Ambulatory Division including 17 Primary Care Clinics and the Folsom Medical Office Building.

Department Specific Job Scope

Reporting to the Executive Director of Supply Chain and Contracting Services, the Procurement and Contracting Manager is responsible for leading procurement operations and contracting activities, establishing priorities, allocating resources, monitoring performance, driving cost management initiatives, developing sourcing strategies, ensuring compliance, mitigating risk, supporting process improvement efforts, and fostering effective stakeholder and supplier relationships. This position will promote a culture of collaboration, inclusion, accountability and respect consistent with the UC Principles of Community, while supporting positive clinical, operational and patient care outcomes. Must have excellent written, oral, and interpersonal communication skills to effectively communicate with all levels and functions within the organization and with external parties including suppliers.
