THE POSITION

Apply for this Senior Applications Developer with the Office of Information Technology's Employment Banking and Revenue (EBR) IT Delivery Center (DC) Solutions Management - Revenue Lottery Insurance and Banking and Securities Division.

In this dynamic role, you will join the EBR DC application development team in supporting custom off the shelf (COTS) and in-house application needs for the Pennsylvania Insurance Department (PID). DESCRIPTION OF WORK

As a Senior Applications Developer, you will be responsible for analyzing, planning, designing, programming, administering, enhancing, and troubleshooting mission critical applications. Your work will ensure PID has the advanced IT support it needs to protect Pennsylvania's insurance customers through fair and effective service, programming, and regulatory operations. Duties in this role will include the following:

  • Project Oversight: Serve as the application development expert on interdisciplinary teams to plan, design, monitor, test, and implement applications, including web services; participate in all phases of Hybrid-Agile development approach
  • Multi-Level Collaboration: Work with department management to align technical solutions with changing workflow needs; work with team members to implement enhancements and resolve critical problems; work with vendors to ensure seamless knowledge transfer and application support
  • Technical Decision Making: Determine project objective, scope, and resources needed for new development activity and for ongoing maintenance activities and support
  • Development Expertise: Independently develop and maintain highly technical applications using Java, JavaScript, .NET, C#, SQL, and HTML5; ensure separate applications can work together when needed and that all applications have sufficient infrastructure to support them
  • System Documentation: Prepare user guides, system documentation, and installation procedures for applications
  • Continuous Innovation: Consult department program officials to identify technical solutions that would improve current operations; research technical advancements and trends to provide relevant feedback for upper management

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Schedule is flexible, includes infrequent irregular hours as part of testing.
  • Telework: You may have the opportunity to work from home (telework) part-time. This position currently reports to the office on Tuesday and Wednesday each week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Applications Developer 2 or Computer Programmer 4 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
  • Five years of information technology experience that includes three years of experience in applications development or applications maintenance; or
  • Three years of information technology experience in applications development or applications maintenance, and an associate's degree in any information technology field; or
  • One year of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; or
  • An equivalent combination of experience and training.
