Overview

NaphCare is seeking an experienced Registered Nurse leader to serve as the Health Services Administrator (HSA) at the Mobile County Metro Jail in Mobile, AL.

**Candidates must hold an active RN license and have strong healthcare leadership experience to be considered.**

As the HSA, you will lead our medical and mental health teams to ensure patients receive quality care that protects their rights, dignity, and health. You will be responsible for fostering a positive work environment, setting clear expectations, recruiting and developing staff, communicating operational changes, and supporting clinical excellence throughout the facility.

Responsibilities

The Health Services Administrator (HSA) leads our medical and mental health services teams to ensure patients receive quality care that protects their rights, dignity, and health.

Key responsibilities include:

    Partnering with the Medical Director, Mental Health Director, and other clinical leaders to establish priorities and ensure the delivery of high-quality patient care.
  • Leading, coaching, and developing nursing leadership and healthcare staff while fostering a positive, accountable, and collaborative work environment.
  • Overseeing staffing, performance management, recruitment, employee development, and daily healthcare operations.
  • Ensuring compliance with NCCHC standards, PREA standards, regulatory requirements, and NaphCare policies.
  • Monitoring clinical quality initiatives, supporting staff education and training, and driving continuous improvement efforts.
  • Monitor and ensure compliance with National Commission on Correctional Health Care (NCCHC) standards, Prison Rape Elimination Act (PREA) standards, regulatory requirements, and legally mandated training requirements for nursing services.
  • Collaborating with operational and finance teams to support departmental goals and maintain budget accountability.


Qualifications

Experience / Requirements / Qualifications

  • Holds a current, unrestricted license as a Registered Nurse within AL
  • Must possess an active BLS CPR Certification (American Heart Association required)
  • Must pass the facility's criminal background check and drug screening
  • Five years of well-developed administrative, clinical, and progressive management experience in a government or private organization related to comprehensive medical, dental, and mental healthcare services within a correctional health care or acute care setting
  • Ability to manage budgets, analyze contracts, managing complex staffing matrices between medical and mental health teams
  • Excellent communication skills with proven experience leading, managing, and coaching medical staff through complex Human Resource issues and challenges.
  • Knowledge of nursing practice principles and techniques, occupational health and safety standards, infectious disease management, applicable health care laws, regulations, and procedures for direct health care services.
  • Ability to maintain confidentiality of all proprietary and/or confidential information
  • Display integrity, professionalism, and ability to adhere to a Code of Conduct and comply with all facility(s) correctional healthcare policies, procedures, and legal requirements

Physical Capabilities:

Must have the ability to stand for long periods, lift and move patients (up to 50 pounds), bend, squat, reach, push, pull, walk significant distances, and perform physically demanding tasks like CPR, all while maintaining good balance and endurance throughout a shift.
