DEPARTMENT OVERVIEW

The Advancement Business Office is responsible for providing centralized operating support, resource administration, space planning and policy development/implementation for all units within Advancement. In addition, the office supports the Chancellor's leadership by providing administrative, organizational, and strategy development to advance the Chancellor's vision and to execute campus priorities as identified in the UC San Diego strategic plan.

DESCRIPTION

Uses advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Contacts are both internal and external to the department at all levels.

Reporting to the Senior Director of Advancement Business and Fiscal Affairs (SDABFA), the Senior Business and Fiscal Officer (SBFO) serves as the principal financial and budget analyst in support of Advancement. Serves as the chief financial advisor to the Senior Director of Advancement Business and Fiscal Affairs. On an annual basis, the SBFO will develop formal projections and budget proposals as part of the budget call. The SBFO is responsible for developing and maintaining statistical and historical analysis on Advancement's budget to determine revenue and expenditure trends, as well as perform needs assessments to identify priorities, research problems, formulate innovative alternatives, and make appropriate recommendations to guide management decisions. In support of the SDABFA, conducts complex and comprehensive budgetary and financial analyses of campus and systemwide policies, state legislation, and special initiatives related to Advancement including debt financing, revenue generation, staffing and program budgets, and space allocation and utilization. Provides strategic recommendations for the development, interpretation and implementation of policies, procedures and mechanisms to ensure Advancement financial accountability and fiduciary responsibilities are met for Advancement's $53 million annual budget. Responsible for the fiscal closing process for Advancement Business Office, including VC deadlines and final reports. Perform financial year end and project-end close. Verify account balances and carry over balances, request any needed carry forward actions.

Has primary responsibility for the design, implementation, allocation, and monitoring of the budget for the following Advancement units: Advancement Operations and Campaign, Signature Events, Health Sciences Advancement, Leadership Strategy and Engagement and the VC Central cash flow, which includes providing advice on the strategic use of available resources and providing counsel to the various AVCs/unit heads receiving allocation from the development budgets. The SBFO will provide comprehensive financial management on a multitude of funds in a complex budget environment. The budget environment is complex due to funding coming from a variety of sources and including SOFI-2 Core funds, endowment funds, funding agreements, student fees, Foundation funds and self-supporting funds. Serves as back up financial manager to other Advancement units as needed.

Serves as a campus-wide subject matter expert for Oracle Reports, and is responsible for the consolidation of Advancement-wide reporting in Oracle to ensure the financial integrity of the annual budget, and for reviewing and evaluating data, identifying issues and making recommendations to senior leadership on adjustments needed. Also serves on the Oracle reports systemwide committee, and makes recommendations that enable best practices and improve business effectiveness. Recommends changes to policies and establish procedures that affect cross-functional areas. Provides best practice Oracle reporting training to other areas across the campus. Prepares periodic and ad hoc financial reports for both departmental and campus constituents.

Performs complex administrative analysis concerning Advancement's budget and financials, internal controls and administrative policies, procedures and practices to ensure adherence to UC policy and best practices. Audits and researches all financial transactions to ensure proper control and handling of $53 Million annual budget. Provides advice and training for unit managers on staffing, budgetary, and financial matters, and staff training on the topics of budget and financial management, internal controls and policy. In collaboration with the Director, Business, Fiscal Affairs, trains and assigns work to new and continuing employees. Provides daily work direction to Financial Analyst 2 while assigning, distributing and reviewing assignments on a regular basis. Provides input for performance evaluations on assignments to junior employees.

QUALIFICATIONS
  • Advanced knowledge of finance policies, practices, and systems. Expert skills and in-depth knowledge of principles and practices of fiscal planning and analysis, budgetary systems and organizational management.

  • Advanced knowledge and applications of principles and practices of fund accounting.

  • Comprehensive knowledge of not-for-profit financial reporting systems sufficient to comprehend Budget, Financial, Staffing and Payroll/Personnel and Student information systems.

  • Graduation from college with a major in economics, business administration, political science, or an allied field, and progressive professional experience in fiscal analysis or administration; or an equivalent combination of education and experience.

  • Ability to identify, collect, and analyze information from multiple sources. Strong demonstrated experience in forecasting; managing complex, cross-functional resources; identifying opportunities; and developing innovative long-term strategies.

  • Proven ability to analyze complex fiscal issues and information, recognize potential impact, identify alternative solutions and creating strategies to solve them.

  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner. Demonstrated advanced skills in analyzing large quantities of complex budgetary and financial data, extracting and summarizing critical components of the database, data validation and compiling managerial reports in a variety of formats.

  • Demonstrated ability and work experience in producing high quality, complex written reports, and other documents, that effectively communicate in a clear, organized and concise manner to senior campus management and others.

  • Proven ability to collaborate and communicate effectively and diplomatically with all organizational levels, both orally and in writing.

  • Ability to develop and conduct effective training sessions.

  • In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports. Proven ability to research, collect, process, validate, and interpret complex financial and budgetary data from diverse sources, corporate allocations, budget and operating ledger systems, and corporate financial reports.

  • Advanced computer technology skills and problem-solving in financial modeling, analysis, budgetary management, and other administrative functions and situations. Advanced expertise using computer software, such as Microsoft Excel, Word, Access and PowerPoint.

  • Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment. Excellent interpersonal skills and employing tact, diplomacy and flexibility. Demonstrated experience in representing the best interest of senior management and the organization at all times.
