Position: Air Traffic Subject Matter Expert, Senior - FAA

Function: Air Traffic Control SME

Location: Remote

Remote Work Option: (Yes) This position may be performed primarily remotely. Remote employees may still be expected to participate in periodic in-person engagement, including company meetings/events, client-site meetings, training sessions, team collaboration, and other in-person touchpoints as requested. These expectations support Cobec's culture, team connection, client partnership, and delivery of high-quality work.

Salary Range: $120- $170k

Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Public Trust cannot be granted without meeting the residency requirement.

Must meet eligibility requirements for a US Public Trust security clearance (moderate risk), including a soft credit check and criminal background check. Please refer to the criteria listed in
5 CFR 731.202 to understand the Public Trust suitability requirements.

Job Summary

The Senior Air Traffic Subject Matter Expert provides executive-level operational, technical, training, safety, and strategic consulting expertise supporting Cobec's internal initiatives and Federal Government clients. The position serves as a trusted advisor to FAA leadership, program managers, engineers, analysts, and acquisition teams by providing expertise in National Airspace System (NAS) operations, aviation safety, technical training, organizational transformation, and Air Traffic modernization initiatives.

Years of Relevant Experience

20 or more years of progressively responsible experience within the Federal Aviation Administration supporting Air Traffic Operations, Safety, Technical Training, Mission Support, Technical Operations, or related aviation organizations, including leadership experience at the Headquarters, Service Area, Service Center, or field facility level.

Essential Job Functions

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.

  • Cultivate relationships between the FAA and HQ Support Personnel such as Technical Training, UAS, UTM, Flight Procedures, Safety and Air Traffic Services, etc.
  • Provide subject matter expertise supporting aviation safety oversight, safety management principles, operational risk assessments, audits, inspections, surveillance activities, and regulatory compliance initiatives.
  • Provide strategic guidance on technical training programs, curriculum development, workforce development, certification requirements, instructional systems, and organizational learning initiatives supporting FAA technical personnel.
  • Support planning, execution, and evaluation of complex aviation programs involving multiple stakeholders, contractors, and Federal organizations.
  • Provide Technical knowledge of the Air Traffic culture, tools, and systems to team members
  • Utilize expert technical experience to find insights into the data and highlight program deficiencies, risks, issues, and opportunities, and recommend policy changes.
  • Ability to attend, organize, and coordinate briefing materials, telecons, meetings, meeting minutes, actions for meetings and events within the FAA Headquarters organizations or directly supporting other Cobec personnel
  • Coordinate with colleagues, coworkers, program managers, systems engineers, deployment teams, and other sub-organizations within Cobec or the FAA to collect, consolidate, and report data and provide recommendations as it pertains to anything UAS or UTM.
  • Understanding Training, Safety, and Operational requirements as it pertains to Air Traffic Services and field personnel
  • Evaluate operational and organizational risks and recommend improvements that enhance safety culture, operational effectiveness, and mission performance.
  • Promote innovation, strategic recommendations, and develop new ways of analyzing and reporting data for customers, clients, and coworkers.
  • Support organizational transformation efforts including business process improvement, governance, strategic planning, workforce planning, and performance management.

Education Requirements

Bachelor's degree required, preferably in Engineering, Math, Operations Research, or Finance. Master's degree a plus.

Skills Required

    • 20+ years progressively responsible FAA leadership experience
    • Expert knowledge of National Airspace System operations
    • Experience leading Air Traffic, Technical Operations, Safety, Technical Training, or Mission Support organizations
    • Executive-level communication and briefing skills
    • Experience advising Senior Executives
    • Knowledge of FAA Orders, policy development, and governance processes
    • Experience supporting strategic planning and organizational change
    • Strong analytical and problem-solving skills
