ASSISTANT DIRECTOR OF ASSESSING
Finance (Assessor) Department

Anticipated Hiring Range: $93,982 - $98,211
Excellent benefits package

The REQUIRED Town of Lexington application form and cover letter must be received in the
Town's Human Resource Department. This position is open until filled.

Summary
Assists the Director of Assessing in determining the valuation of taxable and exempt
property in Lexington, in compliance with Massachusetts State Department of Revenue
(DOR) guidelines, as well as with supervising abatements and tax relief programs.
Supervises inspection staff.

Essential Functions
The essential functions or duties listed below are intended only as illustrations of the
various types of work that may be performed. The omission of specific statements of duties

assignment to the position.

* Supervises direct reports. Hires staff, assigns and reviews work products. Conducts
performance reviews. Manages, tracks, and approves leaves of absence. Provides staff
training.
* Manages residential and commercial property valuation by identifying new growth,
performing sales verification and analysis, and residential property inspections.
* Defends annual residential assessments and abatements and may attend hearings or
provide testimony at the Appellate Tax Board (ATB).
* Identifies supplemental tax assessments and prepares calculations to the Comptroller
and Treasurer for issuing supplemental tax bills.

* Assists the Director with projects including DOR reporting, Town Tax Rate
Classification, preparing the annual budget for the Assessor's Office, preparing and
evaluating vendor bids.
* Attends Board of Assessor (BOA) meetings to present and discuss meeting agenda
topics. Assists in preparation and documentation of meeting materials.
* Leads, guides, and assists staff in completing duties related to Motor Vehicle Excise
abatements, tax exemptions, senior assistance, and tax deferrals.
* Creates new property records and updates existing properties and data in the CAMA
database. Runs valuation reports and analyzes data and results. Collaborates with
vendors and subcontractors on data review and analytics.
* Maintains current knowledge of general and local real estate trends in residential and
commercial property; applies knowledge and best practice methodologies to establish
appropriate market value. Expands and improves knowledge of residential,
commercial, industrial and personal property through training and professional
development.
* Performs other similar or related duties, as required or as situation dictates.

Supervision
Supervision Scope: Performs varied and responsible functions requiring a working
knowledge of departmental operations and Massachusetts Assessors regulations.
Exercises judgment and initiative, particularly in situations not clearly defined by
precedent or established procedures.

Supervision Received: Works under the direct supervision of the Director of Assessing
following department rules, regulations, and policies; duties require the ability to plan
and perform operations and independently complete assigned tasks, according to
prescribed time schedules and deadlines.

Supervision Given: Supervises two employees (Residential Field Inspector/Analysts).

Recommended Minimum Qualifications
Education, Training and Experience
Bachelor's degree or equivalent plus 5 years of real estate employment with 3 years of
assessing experience, including knowledge of tasks for Assessor's position, or an
equivalent combination of education, training and experience is required. Computer
literacy is required. Expert knowledge of Massachusetts Real Estate Appraisal is
preferred. Supervisory experience is preferred.
Special Requirements:
MA Accredited Assessor designation or MA Appraisal license at the time of hire is
required; with the ability to obtain and maintain MA Accredited Assessor designation
within one year.
Valid Massachusetts driver's license is required

Knowledge: Advance knowledge of Mass General Laws, including MGL, Chapter 59,
Assessment Valuation and procedures. Expert knowledge of Real Estate Assessing.
Knowledge of federal, state, and local laws required for departmental operations.
Familiarity with town government and municipal operations that support and/or rely on
assessing functions and data. Knowledge of CAMA software database. Proficient
knowledge of administrative office practices and procedures. Knowledge of management
best practices to guide, lead, hire, evaluate, discipline and train employees. Advanced
math skills to create valuations.

Ability: Ability to interact appropriately and tactfully with customers. Ability to maintain
effective working relationships. Ability to demonstrate understanding of regulations.
Ability to understand regional and local real estate conditions and trends. Ability to
maintain detailed and accurate records. Ability to demonstrate strong work ethic. Ability
to plan, prioritize, self-direct and work independently. Ability to follow detailed
timetables and deadlines. Ability to multi-task. Ability to maintain confidentiality.

Skills: Excellent customer service and organization skills. Proficient written and verbal
communication skills. Proficient computer skills for MS Office Suite applications.
CAMA database, GIS, Tax Maps, MLS/Sales and MUNIS preferred. Proficient data
entry, database management, report writing, analytical and statistical skills.

Job Environment
* Work is performed in office environment with moderate noise levels, and frequent
interruptions. Frequently work is performed in outdoor weather conditions.
Navigates indoor and outdoor landscape and even and uneven terrain. Work is
subject to fluctuations, and administrative deadlines. Employee routinely attends
evening meetings.
* Operates computer, printer, telephone, copier, scanner, and all other standard office
equipment.
* The employee has frequent contact with the public, external customers, colleagues,
real estate brokers, and town department staff.
* The employee has access to department and customer confidential information.
* Errors could result in delays or loss of service, monetary loss, and legal
ramifications.

Physical Requirements
The physical demands described are representative of those that must be met by an
employee to successfully perform the essential functions of this job. Reasonable

While performing the duties of this job, the employee is required to sit, and communicate
by speaking and hearing. Frequently the employee is required to walk, stand, use hands to
finger, handle, or feel, and climb or balance. Occasionally the employee is required to
stoop, kneel and crouch. The employee must frequently reach with hands and arms and
lift and/or move objects weighing up to 10 pounds. The employee seldom must lift and/or
move objects weighing up to 30 pounds. Close, distance, color, and peripheral vision to
inspect and document property attributes are necessary. Depth perception is necessary.
Vision and hearing at or correctable to normal ranges is required. This position requires
the ability to operate measurement tools, photography equipment, and the ability to
operate a keyboard at efficient speed.
