Job Summary

Phoenix College is looking for a Dean of Student Retention who provides strategic leadership, direction, and oversight for programs and services that support student engagement, persistence, and academic success. Reporting to the Vice President of Student Affairs, the Dean leads Academic Advising, Career Services, First-Year Student Experiences, Disability Resources & Services, Testing, Student Life & Leadership, and Student Conduct, ensuring the delivery of high-quality, student-centered services. The Dean collaborates with faculty, staff, and community partners to develop and implement initiatives that improve student retention, completion, and achievement. This position is responsible for planning, assessment, budget and team management, and the continuous improvement of programs that advance the college's student success goals.

Essential Functions

40% - Strategic Leadership for Student Retention Programs and Success
Provide leadership for college-wide student retention, persistence, completion, and engagement efforts; Develop and implement strategies that advance student success and support institutional priorities aligned with guided pathways principles and the community vibrancy framework; Use data, assessment, and continuous improvement practices to evaluate outcomes and inform decision-making.

20% - Student Conduct Administration and Campus Climate
Provide leadership and oversight for the student conduct process and behavioral intervention efforts; Ensure the fair, consistent, and educational administration of the Student Code of Conduct and related policies; Review and adjudicate complex student conduct matters, appeals, and cases; Collaborate with college leadership, faculty, staff, and college safety to promote a safe, respectful, and inclusive campus environment; Foster a campus climate that embraces proactive educational initiatives to support student accountability and community standards.

20% - Team Leadership and Organizational Development
Supervise, evaluate, mentor, and develop directors, managers, and professional staff within assigned departments; Lead recruitment, hiring, onboarding, and succession planning activities; Support employee engagement and professional development opportunities.

10% - Budget, Resource Management, and Compliance
Prepares, recommends, and manages operating budget for areas of assignment; develops and implements long-term strategic plans and assessment activities; coordinates tracking systems, data collection, analysis, and follow-up; monitors compliance and reporting standards of district, state, and federal regulations.

10% - Collaboration, Partnerships, and College Service
Collaborate with instructional leaders, student affairs departments, and community partners to advance student success goals; Represent the college on district committees, task forces, and professional organizations; Support college initiatives related to enrollment, retention, completion, and student engagement including for special populations and programs; Perform other related duties and special projects as assigned by the Vice President of Student Affairs.

Minimum Qualifications

Master's degree from a regionally accredited institution in education or field related to area of assignment and five (5) years of progressively responsible management and/or leadership experience in field of assignment that includes three (3) years of supervisory experience.

Examples of student affairs academic support or non-academic pathway management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. No degree equivalency.

Desired Qualifications
  1. Doctoral degree from a regionally accredited institution in Higher Education, Educational Leadership, Student Affairs, Counseling, Administration, or a closely related field.
  2. Three (3) or more years of student affairs leadership experience at the manager level or higher, including supervisory responsibilities and management of financial resources; experience in a community college setting preferred.
  3. Demonstrated experience initiating, implementing, and assessing student retention and engagement initiatives, programs, or strategies that have resulted in improved student outcomes.
  4. Experience applying guided pathways, case management models, and cross-functional intervention systems to support student success across advising, enrollment services, academic affairs, and student support units.
  5. Three (3) or more years of experience leading professional development for student affairs teams, with a demonstrated commitment to student services training and organizational change.
  6. Three (3) or more years of experience with student conduct administration and adjudication, behavioral intervention practices, conflict resolution, and applicable student conduct code and governing board policies.
  7. Experience using data, assessment, and strategic planning processes to drive decision-making, evaluate program effectiveness, and support continuous improvement efforts.
    One (1) year of full-time, relevant MCCCD experience within the previous two (2) years.

Positions in this class typically require: typing, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions: Work is routinely performed in an indoor, office environment. Some work may involve occasional outdoor environments with exposure to a variety of weather conditions, including rain, wind, dust, cold temperatures and extreme desert heat. Work requires prolonged sitting and viewing of a computer monitor. May be required to present in large meetings or to groups.

Travel: Work may involve travel to various locations throughout the District.
