Job Summary
-
This is an exciting leadership opportunity with accountability for the recently formed Child and Family Services (CFS) line within MHSADS. The CFS Services line provides behavioral health therapy, case management, and intensive care coordination to children and adolescents ages 3 - 22.
In this role, you will:
- Oversee the Child Behavioral Health and Child Case Management Programs providing service line development, supervision, and clinical oversight. The specific programs within this portfolio include the Children's Services Act Support, Child Support Coordination, and Wraparound.
- Expand, develop, and implement robust differentiated behavioral health treatment and case management services to address the emotional, psychological, and developmental needs of children and adolescents.
- Evaluate program effectiveness, define and implement utilization review and performance measures, and monitor service capacity within all programs.
- Participate in service needs assessments and budget development.
- Assure compliance with federal, state, local, County, and department policies and procedures.
- Promote ongoing communication and problem-solving with partner organizations to meet needs of children and families served as well as organizational goals.
- Manage staff performance, including Program Managers, ensuring licensure compliance, clinical documentation, and provision of services objectives are met.
- Liaison with the Virginia Department of Behavioral Health and Developmental Services (DBHDS) and the Virginia Office of Children's Services (OCS), and other entities that support children with disabilities and behavioral health needs.
- Collaborate with other County child-serving agencies and Loudoun County Public Schools to support children, including young adults transitioning from school-based activities.
- Implement quality assurance initiatives to ensure the CFS Services line meets all local and state requirements and compliance standards.
- Represent Loudoun County and MHSADS in multi-agency collaborations.
- Participate in departmental, County, regional, and state committees and initiatives.
Hiring salary is commensurate with experience.

Minimum Qualifications
-
Master's degree in counseling, child development, human services, psychology, social work, special education, or a closely related field and four (4) years of directly related, progressively responsible work experience, including three (3) years in a supervisory or management role, preferably in a government setting or equivalent combination of education and experience.
Directly related work experience should include:
- Administration of Behavioral Health or Developmental Services programs, including oversight and assessment of services provided.
- Team leadership and coordination of staff, contracted vendors, and services.
- Budgetary and fiscal accountability, including compliance with insurance regulations and requirements.
- Excellent oral and written communication skills, including the ability to interpret, apply, and explain policies and regulations.
- Strong facilitation skills for team discussions involving various community stakeholders.
Preferred Qualifications:
- Previous experience working in a government or public sector community service leadership role.
- Possess solution-focused, critical thinking within a systemic framework.
- Demonstrated leadership skills in creating high-performing teams.
- Experience in clinical assessments and treatment of behavioral health, substance use disorders, or developmental disabilities for children and adolescents.

Employment is contingent upon successful completion of a criminal background check, credit check, driving record check, and negative TB screen/test. Must have a valid driver's license in Virginia or regional state of residence. Must be fitted for N-95 (or similar) mask to safely provide on-site services as needed.
