THE POSITION

The Pennsylvania Public Utility Commission is seeking a highly motivated Pennsylvania attorney with exceptional writing skills for our Office of Special Assistants. DESCRIPTION OF WORK

The Office of Special Assistants is the writing arm of the Public Utility Commission. The Attorney 2 is expected to handle all aspects of Public Utility Law, including: Rate Proceedings; Water and Wastewater Proceedings; Motor Carrier and Rail/Highway Crossing Proceedings; Telecommunications Proceedings; Consumer Issues; and Special Investigations. The Attorney 2 is expected to draft Commission orders resolving all types of pleadings and procedures, including: Exceptions to Decisions of Administrative Law Judges; Petitions for Interlocutory Review; Certifications of the Record; and Post-Relief Petitions. Responsibilities include:

  • Record Review: Examine the full case record to understand all relevant details
  • Issue Analysis: Identify legal issues and conduct research to evaluate each one
  • Position Evaluation: Assess the arguments made by all parties
  • Order Drafting: Prepare draft Commission orders that follow legal precedent and established policy
  • Legal Review: Review orders written by Rate Case Review Specialists to ensure accuracy
  • Agency Support: Provide legal assistance within the Office of Special Assistants and upon direction, to the Commissioners and such others within or outside of the Commission, as may be deemed necessary

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: Telework may be a potential feature of this position. The successful candidate is required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved. Management may discontinue any telework arrangement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office.
    • To be eligible to participate in telework, the employee's alternate (telework) worksite must meet the following requirements:
      • Within 120 miles of Harrisburg headquarters; and
      • Within the Commonwealth of Pennsylvania.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

  • Two years of professional legal experience and graduation from an accredited school of law; or
  • An equivalent combination of experience and training.

Post Employment Requirement:

  • Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.

Additional Requirements:
