The Senior Recruiting Partner leads the development and execution of talent acquisition strategies, recruiting processes, and workforce planning initiatives that support organizational growth. This role drives recruiting excellence through process improvement, compliance, analytics, andstrategicpartnership withseniorleaders, while supporting critical hiring needs as a secondary responsibility.In addition, this role will support the larger Recruiting team and department.The Senior Recruiting Partner is committed to expanding workforce opportunities forindividualswith disabilities and veterans.
Develop and execute comprehensive talent acquisition strategies that align with organizational objectives, workforce planning initiatives, and long-term staffing needs. Build and maintain strong relationships with leaders, hiring managers, and key stakeholders to understand staffing priorities and provide strategic talent acquisition guidance. Apply an adaptive and innovative mindset to attract talent, adapt to changing recruitment trends, and maintain compliance with employment regulations. Coach, mentor, support and provide dotted-line supervision to nine or more Recruiters. On-board and train all new Recruiters across the organization. Develop and maintain a comprehensive training curriculum, and resource guides that ensure consistency, scalability, and alignment across recruiting functions. Serve as a systems thinker for the recruiting function by evaluating end-to-end recruiting processes and designing scalable solutions. Design, document, implement, and continuously improve recruiting standard operating procedures (SOPs), workflows, and best practices. Lead initiatives to enhance recruiting efficiency, candidate experience, compliance, and overall hiring effectiveness. Develop compelling job advertisements that effectively showcase Tessera's brand, culture, mission, and values while inspiring, qualified candidates to envision a meaningful and successful career within the organization. Manage and optimize recruiting platforms, including LinkedIn Recruiter, Indeed, and other sourcing technologies, to maximize candidate attraction and engagement. Develop proactive sourcing and outreach strategies to build talent pipelines for critical and hard-to-fill roles. Assist with the development of Recruiting Plans for new opportunities and project proposals. Work with Recruiting partners and other Workforce Development departments to build and maintain strong community partnerships in the local communities where we are located. Take the lead on attending local job fair and community events that support Tessera's Recruiting and WorkForce Development initiatives. Travel to sites in Spokane and out-of-state to assist Recruiters at recruiting events. Analyze recruiting metrics and labor market trends to identify opportunities for process improvement and support informed hiring decisions. Serves as a subject matter expert in OFCCP compliance, ensuring recruiting processes, hiring practices, and employment decisions consistently meet federal regulatory requirements. Partner with Human Resources leadership to support workforce planning, succession planning, and long-term talent acquisition initiatives. Present engaging monthly trainings in-person or virtually to leaders around recruiting business processes and compliance. Collaborate closely with Employee Support to ensure a positive, supportive, and efficient onboarding experience for incoming Tessera employees. Strong positive communication, collaboration, and organization skills are required. Take the lead on hiring executives and site managers for Tessera. Assist the Home Office Recruiter when there are a high number of job postings. Provide support to Cross Functional Recruiters during site start-ups. Travel twice a year to Spokane and four times a year to out-of-state sites. Position is located in Bremerton, Washington. After 90 days of employment, position will be hybrid schedule, with three days a week in-office required and two days remote work allowed. All Other Duties as Assigned.

Summary of desired skills and experience for the Tessera Senior Recruiting Partner:
Associates degree is required, Bachelor's degree in Human Resources is preferred. 3 - 5 years of previous full-cycle recruiting experience is required. 2 previous years of leadership experience is required. Combination of education and previous experience will be considered. Previous experience with Workday HRIS, especially the recruiting and electronic on-boarding business processes is preferred. Previous Union and CBA experience is preferred. SHRM, PHR, or other HR and Recruiting Certifications are preferred. Due to the need to travel to Tessera locations, a valid state driver's license is required with the ability to obtain and maintain coverage by Tessera's insurance.
