We are currently seeking a Data Management Analyst, Journeyman to support our customer at the Patuxent River, MD Program Office.

Functional Description: Collects, organizes and interprets data relating to aircraft and product programs. Maintains configuration control of acquisition products and data. Tracks configuration changes. Coordinates and supports development of Engineering Change Proposals and Technical Directives. Applies government-instituted processes for documentation, change control management and data management.

Duties will include, but are not limited to:

* Assist in implementing and maintaining the Command's Data Management Program (DMP). Develop Command directives, instructions and guidance for proper acquisition, storage, integration and exchange of DOD system data management requirements.

* Participation in periodic Data Management Program assessments for the purpose of collecting and maintaining process metrics and reporting techniques to ensure team compliance with DOD level Data Management Program policies and procedures.

* Determines requirements for and develops specific Data Management Program training requirements for the PMA 231 E-2/C-2A program.

* Manage the Command's Data Item Description (DID) standardization program following DOD Instruction 50000.2 DOD 5010.12M and Public Law 104.13. Review new and revised DIDs to ensure E-2/C-2A Program compliance with OSD acquisition streamlining and standardization policies and procedures. Submit and monitor all generated DIDs through the Navy's Services Representative in order to ensure timely approval and approve special One-Time only DIDs in support of special or unique program acquisition requirements. Serve as the primary focal point and consultant for the Acquisition Management of Contractor-Prepared Data, DOD 5010.12M. Develops appropriate acquisition training certification requirements and provides data management competency guidance for DIDs and related Contract Data Requirements Lists (DD Form 1423 or equivalent).

* Provides Data Management Program guidance to acquisition managers in the preparation and submission of data management related product deliverables including Procurement Initiation documents (PIDs), Engineering Change Proposals (ECPs), Statements of Work (SOW) and Request for Deviations, Waivers and Variances. Assist applicable PMs, IPTs, and others in developing contractual requirements for common or peculiar Data Management Program related product deliverables; such action ensures that Defense Contractors are responsive and have adequate Data Management Programs for meeting life cycle information requirements. Analyzing and editing Statements of Work (SOWs) and CDRLs, and ensuring that CDRLs, SOWs and PID packages are in agreement. Attending Procurement Planning Conferences (PPCs) and assisting with the Procurement Planning Agreements (PPAs), as necessary.

* Understands the management of a collaborative Integrated Data Environment (IDE) along with various IDE tools. Assist and establish management processes within Acquisition Management System (AMS). Facilitate contractor involvement for AMS CDRL tool delivery capabilities. The incumbent must be able to stand in as a liaison from the Program to the Contractor, to ensure contractor deliverables are streamlined and align with program requirements, schedules, and data management standards.

* Coordinates Data Requirements Review Boards (DRRB) to authenticate all data requirements and to ensure that the Procurement Initiation Documents meet acquisition suitability in accordance with the policy and procedures of NAVAIRINST 4200.21F and DOD 5010.12M; establishes the agenda and operating instructions for the DRRB. He/she is also responsible for developing and maintaining training modules and briefing packages on Data Management Program work processes, internal and external training requirements.

* The incumbent must be able to think critically and speak clearly, present ideas (both orally and in writing), possess a high degree of self-initiative and have the ability to meet and effectively negotiate with people at all levels.

* The incumbent must be able to demonstrate ingenuity when unconventional problems develop for which a solution is not covered by instructions, directives or policies. The incumbent must be cognizant of the latest DOD, DON, and other relevant branches of services instructions and directives as they relate to acquisition and weapons systems management. The Data Manager will also be responsible for assuring timely coordination and integration with DPMs, and all other IPT(s) members in the areas of CM, Engineering, Logistics, Contracts and related technical data.

Required Education:

Journeyman - BA/BS degree.

Allowable substitution:

Associate's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

OR

Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

Required Experience:

3 to 10 years of experience performing duties described in the functional description.

Must hold and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $78,433.26 to NTE $110,000.00(annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
