Rutgers, The State University of New Jersey is seeking a Program Manager of Cancer Surveillance Data Systems and Informatics within the Office of the Director - New Jersey State Cancer Registry at the Rutgers Cancer Institute.

The Program Manager of Cancer Surveillance Data Systems and Informatics at the New Jersey State Cancer Registry oversees all operational and programmatic aspects of data collection, data processing, and systems integration for New Jersey's statewide cancer surveillance system.

The Program Manager of Cancer Surveillance Data Systems and Informatics works closely with the Director of Cancer Epidemiology Services/New Jersey State Cancer Registry, Deputy Director of Cancer Surveillance Research, Rutgers information technology, and other senior staff to manage and fulfill deliverables of the Center of Excellence for Cancer Surveillance, which was formed through a partnership between the New Jersey Department of Health and the Rutgers Cancer Institute.

The Program Manager of Cancer Surveillance Data Systems and Informatics also works closely with partners from local, state, and national agencies, including but not limited to the New Jersey Department of Health, the National Cancer Institute's Surveillance, Epidemiology, and End Results ( SEER) Program; the Centers for Disease Control and Prevention's National Program of Cancer Registries ( NPCR); the North American Association of Central Cancer Registries ( NAACCR); and the National Cancer Registrar's Association ( NCRA).
Essential Duties and Responsibilities include the following:

  • Assists Director in strategic project planning, and direction of data/informatics activities and projects to ensure excellence in cancer surveillance statewide. Recommends, drafts, and executes renewals, revisions, and amendments to cancer surveillance operational regulations and statutes as necessary.
  • Responsible for and contributes to national dialogue for developing cancer surveillance and registry standards, procedures, and best practices through active participation in NAACCR, SEER, NPCR, and NCRA. Works with local providers, hospitals, and registrars, Department of Health, SEER, NPCR, NAACCR and other state and national agencies to assure the highest quality cancer surveillance data are collected in a timely and effective manner. Ensures compliance with SEER, NPCR, and NAACCR and other established guidelines, as well as contract and cooperative agreement deliverables.
  • Manages and coordinates all workflow, data management, permission structure and activities related to the New Jersey State Cancer Registry (NJSCR) database management system. Identifies new approaches to improve efficiency of extracting and utilizing NJSCR data.
  • Manages data collection and quality assurance activities of the NJSCR. Ensures compliance with state and federal reporting requirements for the collection of cancer data including the monitoring of completeness and timeliness of reporting, as well as confidentiality of all data.
  • Manages the development of an efficient and multi system surveillance information system capable of harmonizing data from multiple sources and in varying file formats and quality.
  • Manage, train, hire, discipline, cross train and develop staff to support NJSCR initiatives. Cultivates staff and skillsets to support NJSCR future state and needs. Complete performance appraisals, coaching, and disciplinary actions as necessary. Assigns all permission levels to staff, as well as increases access as necessary/when warranted or needed.
  • Represents the New Jersey State Cancer Registry operationally at state, regional and national planning meetings, both in-person and virtually.
  • Provides content expertise and assistance to Director (or designee) in support of special epidemiologic studies that use New Jersey State Cancer Registry surveillance data for research.

Qualifications






Minimum Education and Experience

  • Bachelor's Degree in Health Information Management, Informatics, Public Health, Business Administration, or other health related field.
  • Five (5) years of relevant experience in cancer registry operations, healthcare data management, informatics, research, or a related area.
  • At least one (1) year of supervisory and/or management experience is required.
  • Equivalent education, experience and/or training may be substituted for the degree requirement.

Certifications/Licenses
  • Must be a certified Oncology Data Specialist (ODS).
Required Knowledge, Skills, and Abilities

  • Must have demonstrated knowledge and expertise of cancer surveillance methods as well as data management in conformance with national standards and cancer surveillance best practices.
  • Outstanding human relations and leadership skills, and the ability to function in a team environment are required.
  • Effective oral and communication skills.
  • Must be computer literate with proficiency in cancer registry software and working knowledge of Microsoft Office software including Outlook, Word, Excel, Access, and PowerPoint; and other communication tools such as Microsoft Teams and Zoom.

Preferred Qualifications

  • Master's Degree in a related field is preferred.
  • Experience with PostgreSQL, relational database management, hospital cancer registry reporting software, electronic health records, and cancer surveillance reporting systems preferred.
  • Prior experience working in central registries that are part of the SEER Program is preferred.
  • Prior experience dealing with human resources and personnel issues preferred.
  • Knowledge of how to accomplish superior performance in a unionized environment is preferred.
