Type: Full Time Location: Camp Springs / Andrews AFB, Maryland Overtime Exempt: No Reports To: ARMADA HQ Security Clearance Required: Secret ******************CONTINGENT UPON AWARD******************** Duties & Responsibilities: Program and Policy Administration:
- The Defensive Base Operations Analyst will provide technical and analytical support for developing and maintaining Air National Guard Defensive Base Operations policy and procedural guidance.
- Maintain unit inventory, version control, and system documentation for Defensive Base Operations systems such as the Air Force Justice Information System, Defense Biometric Identification System, Intrusion Detection Systems, and Countersmall Unmanned Aircraft Systems.
- Maintain reference materials and continuity documentation for base defense, police services, electronic security systems, and information technology policy and practices.
- Support administrative and programmatic requirements for the Countersmall Unmanned Aircraft Systems program, including documentation, coordination, compliance tracking, and monthly reporting.
- Ensure all project management and coordination responsibilities are executed accurately and professionally.
Equipment and Logistics Oversight:
- The Defensive Base Operations Analyst will coordinate Defensive Base Operations and Electronic Security System initiatives with field units and maintain technical awareness of system configurations and capabilities.
- Review and coordinate Authority to Operate requirements in alignment with National Institute of Standards and Technology Risk Management Framework standards to ensure compliance.
- Conduct unit site visits for validation, inspection, or testing and evaluation analysis, and provide AfterAction Reports and monthly updates to the Contracting Officer Representative.
- Perform market research, cost estimation, testing and evaluation coordination, and lifecycle planning for Defensive Base Operations and Electronic Security System programs.
- Review and validate unfunded requests related to Defensive Base Operations and Electronic Security System information technology programs.
Data Analysis and Compliance Monitoring:
- The Defensive Base Operations Analyst will review Authority to Operate documentation annually to ensure compliance for assigned Defensive Base Operations and Electronic Security System programs.
- Evaluate program contracts to identify issues or impediments and provide recommended courses of action within required timelines.
- Support resource programming, lifecycle management actions, and initiative development for Defensive Base Operations and Electronic Security System programs.
- Prepare monthly status reporting for compliance, program issues, initiatives, and recommended changes.
- Analyze technical, lifecycle, and compliance documentation to support informed decisionmaking by leadership.
Stakeholder Coordination and Training:
- The Defensive Base Operations Analyst will assist in the development and delivery of Defensive Base Operations and Electronic Security System training for Air National Guard installations.
- Support base defense training activities, conferences, presentations, workshops, and provide AfterAction Reports.
- Participate in requirements identification and policy development forums, providing effective courses of action aligned with mission goals.
- Prepare, review, and organize documentation for 10 U.S.C. 130i authorization packages with complete accuracy.
- Coordinate communication between installations and external stakeholders regarding Countersmall Unmanned Aircraft Systems program requirements, data calls, and policy updates.
- Other duties as assigned
Knowledge, Skills, and Abilities (KSAs):
- Knowledge of Defensive Base Operations systems, Electronic Security Systems, Intrusion Detection Systems, Countersmall Unmanned Aircraft Systems, and associated terminology, system architecture, and component identification.
- Skilled in applying National Institute of Standards and Technology Risk Management Framework principles, reviewing Authority to Operate requirements, and evaluating compliance for security and information technology systems.
- Ability to analyze technical data, assess vulnerabilities or impediments, identify risks, and recommend courses of action that support mission assurance and Air National Guard operational objectives.
- Skilled in developing, maintaining, and delivering training related to Defensive Base Operations and Electronic Security Systems, while supporting crossfunctional requirements discussions and policy development.
- Ability to produce accurate technical documentation, continuity materials, authorization package submissions, and coordinated reports for leadership, installations, and external stakeholders.
Minimum/General Experience:
- At least 3 - 5 years of experience supporting Department of Defense or Air National Guard Defensive Base Operations, Electronic Security Systems, Intrusion Detection Systems, or Countersmall Unmanned Aircraft Systems program management.
Minimum Education:
- High school diploma or GED required. Bachelor's degree in relevant field preferred
