POSITION SUMMARY STATEMENT:

The Vice President, Data and Digital Solutions provides executive leadership for HealthPartners' enterprise data, and digital ecosystem, driving strategy, innovation, and operational excellence across both the Health Plan and Care Delivery businesses. This leader is accountable for the digital products, data platforms, integration services, analytics, and AI-enabled solutions that enable seamless experiences, insights and operations across the organization's unique payer-provider model. Reporting directly to the Chief Digital Officer, this role leads the vision, strategy, investment prioritization, governance, delivery and operational performance for a broad portfolio. Working in partnership with senior leaders across technology, clinical operations and business functions, the Vice President drives development of a secure scalable and innovative digital ecosystem that supports enterprise priorities across both health insurance and healthcare delivery. This leader leverages data, technology and digital solutions to enhances experience for patients, members, providers, purchasers, and colleagues. Across HealthPartners integrated payer-provider model this position will enable trusted insights and improve decision making; streamlines business and clinical workflows; strengthens organizational performance; and advances HealthPartners' mission and vision.

MINIMUM QUALIFICATIONS:

  • Education, Experience or Equivalent Combination:

  • Bachelor's degree in Business Administration, Computer Science, Management Information Systems, Healthcare Administration, Data/Analytics, or related field, or an equivalent combination of education and experience.

  • Prior experience serving in an executive role responsible for data or digital delivery in a healthcare organization

  • 12+ years of progressive IT, data, digital, product, analytics, integration, strategy or technology leadership experience in a healthcare setting or similarly regulated environment.

  • 10 years leading leaders, managers, and multidisciplinary teams responsible for large-scale platforms, products, data assets, and/or enterprise portfolios.

  • Knowledge, Skills, and Abilities:

  • Demonstrated executive leadership across digital product management, web/mobile platforms, integration/middleware/API services, enterprise data management, data engineering, data governance, reporting/visualization, analytics, and AI/automation.

  • Deep understanding of healthcare delivery and health plan operations, including EMR/clinical systems, claims and payer datasets, member and patient portals, provider workflows, and customer-facing digital platforms.

  • Experience setting enterprise data and digital architecture strategy, standards, roadmaps, governance, and platform modernization plans in complex environments.

  • Strong working knowledge of privacy, security, compliance, audit, and regulatory requirements in healthcare and other regulated environments, including HIPAA, HITECH, and related data protection practices.

  • Proven ability to lead agile, waterfall, DevOps, and/or product operating models; manage 24x7 platform/application operations; and ensure continuity, resiliency, incident response, release/change control, and disaster recovery readiness.

  • Excellent executive communication, relationship management, negotiation, influence, and change leadership skills with the ability to translate technical, data, and digital priorities into business outcomes.

  • Strong business acumen, financial management, vendor management, portfolio prioritization, and KPI/ROI measurement capabilities.

PREFERRED QUALIFICATIONS:

  • Education, Experience or Equivalent Combination:

  • Master's degree in Computer Science, Management Information Systems, Business Administration, Healthcare Administration, Data/Analytics, or a related field.

  • Experience in an integrated health system or organization with both payer and provider operations.

  • Experience with Microsoft Azure, Databricks, cloud data platforms, data lakehouse patterns, modern API/integration platforms, and legacy data warehouse modernization.

  • Familiarity with Epic data, health plan claims/member/provider datasets, research data platforms, and clinical, operational, and financial analytics use cases.

  • Experience leading digital health, telehealth, mobile application, generative AI/NLP, predictive modeling, agent-assist, RPA, intelligent document processing, or automation initiatives with measured operational and customer experience benefits.

  • Experience leading large capital-funded portfolios and operating budgets of $10M+ annually.

  • Licensure/ Registration/ Certification:

  • Relevant certifications preferred, such as PMP, Agile/Scrum, ITIL, cloud, data governance, analytics, security, or product management certifications.

ESSENTIAL DUTIES:

1. (25%) - Enterprise Data and Digital Strategy & Portfolio Leadership

  • Define and lead the enterprise strategy, roadmap, and investment portfolio for data, analytics, digital products, web/mobile systems, integration services, and AI/automation capabilities across Health Plan and Care Delivery.

  • Align data and digital initiatives with HealthPartners' mission, enterprise strategy, business priorities, clinical priorities, regulatory needs, and customer experience goals.

  • Lead demand intake, prioritization, capacity planning, portfolio governance, and executive decision support to balance business value, technical sustainability, risk, compliance, and operational readiness.

  • Establish enterprise KPIs, outcome measures, portfolio dashboards, and benefit-realization practices to demonstrate improvements in experience, quality, turnaround time, cost, service levels, reliability, and data-driven decision making.

2. (20%) - Digital Product, Web/Mobile, and Integration Delivery & Operations

  • Provide executive oversight for the full lifecycle of digital products and platforms, from ideation and discovery through launch, adoption, measurement, optimization, and retirement.

  • Oversee consumer-, member-, patient-, provider-, employer-, broker-, and colleague-facing digital experiences, including websites, portals, mobile applications, internal web applications, and digital content/user experience partnerships.

  • Direct platform delivery and 24x7 operations for web/mobile systems, API and integration services, middleware, enterprise service bus capabilities, release management, production support, monitoring, incident/problem management, and disaster recovery.

  • Ensure digital solutions are accessible, scalable, interoperable, secure, user-centered, compliant, and designed to improve care coordination, customer engagement, business workflows, and operational efficiency.

3. (20%) - Enterprise Data Management, Analytics, AI, and Automation

  • Lead enterprise data engineering, data architecture, data governance, data quality, data integration, reporting, visualization, virtualization, analytics, and data platform operations across modern and legacy environments.

  • Ensure enterprise data assets and reporting environments provide the availability, accuracy, consistency, timeliness, quality, integration, and usability needed by Health Informatics, HealthPartners Institute, health plan operations, care delivery, finance, actuarial, sales, underwriting, and other business areas.

  • Sponsor responsible AI and automation use cases, including generative AI/NLP, predictive models, agent-assist tools, RPA, and intelligent document processing, and ensure integration with core systems such as Epic, claims, member portals, and enterprise data platforms.

  • Promote reuse of data, digital, AI, and automation patterns, shared platforms, common services, standards, runbooks, and lessons learned across the enterprise.

4. (10%) - Governance, Security, Compliance, Risk, and Responsible Development/AI

  • Establish and enforce policies, standards, controls, and operating practices for enterprise data, digital platforms, integration services, reporting, analytics, and AI/automation solutions.

  • Partner with Privacy, Security, Compliance, Legal, Internal Audit, and business leaders to ensure appropriate PHI handling, access controls, audit readiness, data protection, model/automation documentation, versioning, change control, and ongoing performance monitoring.

  • Ensure products, platforms, data environments, and operational processes support HIPAA, HITECH, Sarbanes Oxley, SOC2, ICD standards, customer audits, regulatory commitments, and HealthPartners policies and procedures.

  • Oversee risk identification, mitigation planning, resiliency, continuity, platform wellness, disaster recovery, and compliance remediation for assigned systems, data assets, and digital services.

5. (15%) - Leadership, Talent, Culture, and Stakeholder Partnership

  • Lead, coach, and develop direct reports and their teams, including leaders responsible for web/mobile systems, digital product management, enterprise information management, AI/automation, product delivery, data engineering, analytics, integration, and platform operations.

  • Responsible for the supervision of staff, including authority to hire, transfer, lay off, promote, discipline, discharge, train, reward, and review employee performance in alignment with organizational and departmental policies and procedures.

  • Build trusted partnerships with clinical, health plan, operational, research, digital, information technology, finance, marketing, sales, and administrative leaders to translate business needs into executable roadmaps and measurable outcomes.

  • Foster an outstanding, highly motivated, inclusive, collaborative, and accountable leadership team and promote a positive, productive, and diverse work environment.

6. (10%) - Financial, Vendor, Contract, and Executive Governance Management

  • Prepare, manage, and oversee operating expense and capital budgets, resource plans, staffing models, and budget controls for assigned data and digital portfolios and cost centers.

  • Lead or participate in RFI/RFP processes, vendor selections, contract negotiations, service agreements, license renewals, statement-of-work approvals, and vendor performance reviews.

  • Represent Data and Digital Solutions in enterprise councils, steering committees, portfolio governance bodies, and executive forums, providing clear assessments of portfolio progress, risks, dependencies, benefits, and operational performance.

  • Authorize and monitor expenditures, manage vendor and internal partner deliverables, validate outcomes against acceptance criteria, and ensure lessons learned are incorporated into future work.

LEADERSHIP RESPONSIBILITY:

This position provides executive leadership for the Data and Digital Solutions function. It directly leads three positions: Director Web and Mobile Systems, Senior; Senior Director, Digital Product Management; and Director, Enterprise Information Management. The role indirectly directs the managers, product managers/owners, business analysts, scrum masters, UX and digital content partners, engineers, architects, integration/API teams, data engineers, analysts, data governance professionals, reporting/visualization teams, AI/automation teams, platform operations teams, and vendor/partner resources within those functions. Scope includes enterprise data engineering, data governance, data lake and warehouse platforms, legacy and modern data environments, digital product management, web/mobile systems, middleware/API integration, AI/automation delivery, 24x7 platform/application operations, portfolio demand and prioritization, budget management, vendor management, regulatory compliance, risk management, and cross-functional workflow coordination across Health Plan, Care Delivery, HealthPartners Institute, Health Informatics, Information Services & Technology, and administrative operations. Direct and indirect headcount, cost center, and budget details should be updated based on final organization design.
