Public Infrastructure Project Manager / Stormwater - Duluth, GA

Halff has an immediate opening in our Duluth, GA office for a Professional Civil Engineer with 5-10 years of experience in public / municipal infrastructure.

The Public Infrastructure Project Manager - Stormwater is responsible for planning, coordinating, and delivering public infrastructure projects that improve stormwater management, drainage capacity, flood resilience, water quality, and overall community infrastructure. This position manages projects from initial planning and design through permitting, procurement, construction, inspection, and closeout while ensuring compliance with applicable regulations, engineering standards, budgets, schedules, and public-sector requirements.

The Project Manager works closely with municipal departments, engineers, consultants, contractors, regulatory agencies, utilities, property owners, and community stakeholders to successfully deliver stormwater capital improvement projects.

What you will do:

• Manage stormwater and public infrastructure capital improvement projects from project initiation through completion.
• Develop and maintain project scopes, schedules, budgets, cost estimates, and funding plans.
• Coordinate the planning, design, permitting, procurement, construction, inspection, and closeout of stormwater projects.
• Oversee projects involving drainage systems, stormwater conveyance, retention and detention facilities, culverts, outfalls, flood-control improvements, water-quality infrastructure, and green infrastructure.
• Review engineering plans, specifications, technical reports, hydraulic/hydrologic studies, cost estimates, and construction documents.
• Coordinate with engineering consultants and contractors and monitor their performance, deliverables, schedules, and costs.
• Manage competitive procurement processes, contract negotiations, change orders, pay applications, and contractor claims in accordance with public procurement requirements.
• Coordinate with permitting and regulatory agencies to obtain and maintain required approvals.
• Monitor construction activities to ensure compliance with plans, specifications, permits, safety requirements, quality standards, and contract requirements.
• Identify project risks and develop mitigation strategies related to cost, schedule, permitting, constructability, utilities, right-of-way, environmental conditions, and community impacts.
• Coordinate utility relocations, easements, right-of-way needs, property acquisition, and other project constraints.
• Prepare staff reports, project updates, budget requests, presentations, and recommendations for department leadership, elected officials, boards, and the public.
• Communicate project status, impacts, schedules, and construction activities to residents, businesses, elected officials, and other stakeholders.
• Maintain accurate project records, documentation, budgets, contracts, and closeout materials.
• Support development and implementation of stormwater master plans, capital improvement programs, asset-management strategies, and long-term infrastructure investment plans.
• Evaluate opportunities to incorporate resilient, sustainable, and cost-effective stormwater management practices.
• Perform field inspections and site visits as needed to assess existing conditions and project progress.
• Ensure projects comply with applicable federal, state, and local laws, regulations, permits, and engineering standards.
• Perform other related duties as assigned.

What you will need:

• Bachelor's or master's degree in civil engineering or an ABET-accredited equivalent engineering program.
• Professional Engineer license in Georgia or the ability to obtain a Georgia licensure within six months.
• 5+ years of progressively responsible experience managing public infrastructure, stormwater, drainage, civil construction, or related projects.
• Ability to coordinate effectively with clients, multidisciplinary teams, and multiple offices.
• A self-directed, collaborative approach with a strong commitment to quality, integrity, and project success.
• Interest in developing relationships with municipal clients and teaming partners.
• Demonstrated experience managing project budgets, schedules, contracts, consultants, and contractors.
• Knowledge of stormwater management principles, drainage infrastructure, civil construction, and municipal infrastructure practices.
• Experience interpreting engineering plans, specifications, contracts, and technical reports.
• Knowledge of applicable stormwater, environmental, permitting, procurement, and public works requirements.
• Strong project management, organizational, analytical, communication, and problem-solving skills.
• Ability to manage multiple projects and priorities simultaneously.
• Experience with municipal or county government capital improvement programs.
• Experience with FEMA, state environmental agencies, water management districts, or other regulatory agencies.
• Knowledge of NPDES/MS4 stormwater programs and municipal stormwater compliance.
• Experience with floodplain management, watershed planning, hydraulic/hydrologic modeling, or water-quality improvement projects.
• Experience with public procurement, design-bid-build, design-build, continuing-service contracts, and construction management.
• Familiarity with GIS, asset-management systems, and project management software.
