Rockland Trust is seeking a Relationship Manager within the Investment Management Group to support municipal and public sector clients across our footprint. This position offers a hybrid work arrangement, with regular inmarket presence required to cultivate and maintain strong local relationships.

Position Overview

The Relationship Manager will be responsible for building and maintaining strong relationships with municipalities, public agencies, and other government-related entities, delivering tailored investment management and advisory services. This role serves as the primary point of contact for municipal clients, understanding their regulatory environment, fiduciary responsibilities, investment policies, and liquidity needs.

The Relationship Manager will partner closely with internal advisors and banking partners to deliver coordinated solutions, enhance client outcomes, and expand the Bank's presence in the public sector.

Key Responsibilities

• Develop and maintain relationships with municipal clients, including towns, cities, school districts, utilities, and other public entities.
• Serve as a trusted advisor, understanding each client's investment policy, cash flow needs, regulatory constraints, and risk tolerance.
• Deliver customized investment strategies and portfolio management solutions aligned with public funds regulations and fiduciary standards.
• Collaborate with Investment Management Group specialists and commercial banking partners to provide integrated solutions, including fixed income strategies, liquidity management, trust services, and banking products.
• Support new business development efforts, including responding to RFPs, participating in presentations, and building relationships with key municipal decision-makers and centers of influence.
• Monitor portfolio performance and provide regular reporting, reviews, and education to clients, including finance committees, boards, and other stakeholders.
• Stay current on municipal investment regulations, public fund statutes (e.g., Chapter 44 in MA), and market trends, ensuring compliance and proactive client communication.
• Oversee day-to-day administration of municipal investment accounts, ensuring accuracy, compliance, and high service standards.
• Maintain detailed documentation of client interactions, investment decisions, and compliance with internal policies and regulatory requirements.

Required Skills and Experience

• Bachelor's degree required; advanced degree or relevant certifications preferred.
• Minimum of 5-10 years of experience in investment management, treasury services, public finance, or municipal relationship management.
• Demonstrated experience working with or advising municipal or public sector clients preferred.
• Strong knowledge of fixed income markets, cash management strategies, and public fund investment regulations.
• Proven ability to build and sustain long-term client relationships and act as a trusted fiduciary advisor.
• Excellent communication skills, with the ability to present complex financial concepts to boards, committees, and public stakeholders.
• Strong organizational and collaboration skills, with the ability to manage multiple client relationships in a dynamic environment.
• Familiarity with RFP processes and public procurement practices preferred.
• Professional certifications such as CFP, CFA, CTFA, or public finance-related credentials are a plus.
• Proficient in MS Excel and ability to reconcile account flows and sub-accounting reports with client monthly statements.
