Emergency Management Course Manager

Summary:

Development and management of Emergency Management Courseware and training, evaluates Response Plans, Prevention, Control and Countermeasure Plans, Facility Response Plans, Integrated Contingency Plans, and Security Plans for US Army installations worldwide.

General Duties & Responsibilities:



  • Provide assistance to other ATS mission areas as necessary to ensure overall success of the company.
  • Participate as a team member for installation emergency response evaluation and training exercises as needed.
  • Be available for planned and unplanned exercises as directed.
  • You have a responsibility to respond/answer all ATS & Client communications.
  • CM shall have experience in the development and application of new methods, approaches, and technology.
  • Develop and ensure accurate and professional deliverables for clients.
  • Basic understanding of ATS products and services.


Position Specific Duties & Responsibilities:



  • Develop and maintain both regulatory and non-regulatory National Incident Management System/Incident Command System (NIMS/ICS) courses and Incident Management System (IMS) courses for US Army Installation Management Command.
  • Conduct compliance reviews of client projects based on international, federal, state, and local requirements.
  • Provide information and assistance to clients and Exercise Teams, regarding routine updates to regulated/non-regulated courseware managed through ATS.
  • Prepare and present clients with a report on updates made before, during, and after a project.
  • Develop and maintain tracking systems.
  • Perform various administrative functions for the Exercise Teams and ATS clients.
  • Serve at the direction of the Program Manager and perform additional duties as required.

  • Advanced knowledge of the National Incident Management System and preparedness and response planning systems and guidelines preferred.
  • Intermediate knowledge of the following functions: Emergency Management (EM), Law Enforcement, Fire Emergency Services, Emergency Medical Services (EMS), and Public Affairs.
  • Ability to develop Training IAW Army Policy and AR 350-1 and AR 350-10.
  • Ability to develop Training for both initial and reoccurring (sustainment) training to develop and maintain required EM capabilities.
  • Ability to provide FEMA Train the Trainer certified and NIMS qualified All-Hazard courseware to First Responders, to include FEMA "G" series courses.
  • Ability to provide a program portfolio of courses on fundamentals, intermediate and advanced Incident Command System that is rigorous, relevant to federal, state, local and private entities conducive with safety and environmental protection practices.
  • Ability to provide resident courses and education requirements outlined in Table 13-5 for EMs IAW DA PAM 525-27.
  • Ability to manage courses on All-Hazards Incident Management that provide roles and responsibilities for the Incident Commander and Liaison Officers in developing the common operating picture for an incident.
  • Ability to assess, inspect, or evaluate emergency management processes, plans, and Standard Operating Procedures, or guidance for performance with established emergency management directives, regulations, policies, civil rights laws, standards, and guidance.
  • Ability to evaluate training and plans to ensure the capability to continue essential functions during all hazards.
  • Ability to evaluate how installations provide coordination and assistance to major activities to ensure the capability to continue essential functions during any event or incident.
  • Ability to evaluate how installations coordinate emergency response and preparedness training, exercises, and assistance; to include the different managing components of emergency management program(s) and activities during a response, including Emergency Operations Center activation and operations.
  • Ability to Provide feedback using an After Action Report (AAR) that, at a minimal, identifies strengths and areas for improvement, as observed during courseware instruction, training, or during an exercise.
  • Ability to provide information needed to validate the EM training courseware and training program, identify resource requirements, or update training and equipment requirements.
  • Ability to provide technical advice on installation's ability to Prevent, Protect, Mitigate, Respond to and Recover (P2MR2) from a human-caused or natural event, to support readiness and power projection requirements and activities associated with natural and/or man-made disasters.
  • Ability to participate in meetings with internal staff and representatives from staff agencies and industry to determine training program status, major milestones, and coordination of each course to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve training program schedules.
  • Ability to provide sufficient detail to ensure that all of the common core components of the EM courseware are executable and the resources needed are available, adequate and instructors are trained and equipped to standards.
  • Knowledge in preparing and reviewing OPORDs, FRAGOs and Taskings.


Education & Experience:



  • The Course Manager (CM) shall have a minimum of five (5) years of military and/or civilian experience in planning and developing doctrine and training, evaluating results, uses the findings in planning, developing and installing new or modified programs.
  • CM shall have significant knowledge and understanding of the National Incident Management System/Incident Command System (NIMS/ICS) courses, and Incident Management System (IMS) course.
  • US Army TRADOC Instructor Certification preferred.
  • Bachelor's degree; master's preferred. Significant industry or regulator experience may be substituted for master's degree.

Working Environment:

The usual daily work conditions will be in an office/classroom/Field environment located at Fort Sam Houston, TX. The job regularly required to lift up to 10 pounds, frequently lift up to 25 pounds, and occasionally required to lift up to 50 pounds. Additional physical requirements include standing for periods of time exceeding one hour and sit for periods of time exceeding two hours. This position travels with a high degree of frequency which is determined by the need of the company to fulfill contract requirements. Travel to training exercise locations regularly includes CONUS and its territories, as well as OCONUS military installations. Exercise duty may include extended work periods beyond 12 hours; air travel in excess of 18 hours on a single aircraft; outdoor working conditions; and driving for extended periods to work sites.
