Job Description

PRIMARY FUNCTION: As a member of the Crisis Intervention and Stabilization Team (CIST), the Clinical Supervisor is responsible for responding to mental health crises upon dispatch from the Department of Behavioral Health Intellectual Disabilities Services (DBHIDS). This individual will also provide clinical and operational supervision to Intervention Specialists (IS), Case Managers (CM), and Certified Peer Specialists (CPS).

DUTIES AND RESPONSIBILITIES:



  • Provide clinical and operational direction to the Crisis Intervention and Stabilization Team and, when necessary, to the Community Mobile Crisis Response Team
  • Provide on-call duties on a rotating basis, which include but are not limited to carrying an Elwyn-issued cell phone when on-call and responding to calls 24/7, responding to call outs to schedule staff to ensure continuous program coverage, providing consultation during crisis intervention, and providing other general program administrative services and support
  • Provide weekly supervision to IS, CM, and CPS and be available to support the staff via phone or in person when staff are providing services
  • Conduct daily case reviews to determine additional behavioral health service needs post-CIST intervention
  • In conjunction with the other Clinical Supervisors, oversee program logistics, including but not limited to vehicle maintenance, ordering supplies, written resources (referral materials, provider brochures, paper assessment instruments, etc.), distribution of monthly County communications, etc.
  • Oversee monthly scheduling to ensure coverage on all shifts on a rotating basis with other clinical supervisors
  • Lead staff and planning meetings
  • Continuously evaluate the status of services and do appropriate planning and coordination of activities to ensure immediate attention to their changing demands of the program
  • Supervise, direct, and evaluate team members to ensure service excellence and courteous, helpful, and respectful services to persons served as well as ensuring adherence to department, agency, funding source and all state regulations rules, regulations and policies
  • Recruit, select and hire new employees; provide feedback and manage performance of existing employees on an ongoing basis
  • Implement staff orientation and training and manage intern training
  • Provide oversight to ensure medical records management processes are in compliance with agency policies, Medicaid and other third party payment requirements; ensure staff are trained on medical record requirements; ensure regular review of assessments, crisis plans, and notes written by the staff, and ensure individual staff mastery of medical records review and documentation processes mastery
  • Initiate billing protocols for all assigned records by reviewing and approving as appropriate
  • Work with Director to track and report on significant quality assurance (QA) indicators
  • In collaboration with Director, oversee program improvement initiatives around evolving clinical utilization activities, including outpatient follow-up, use of crisis specialist services, use of crisis management plans, use of crisis residential program, etc., and develop and implement protocols, trainings, and incentives to improve utilization
  • Provide information to the Information Technology Department (IT) to support the mobile intervention team; collaborate with the IT department regarding technical issues as needed
  • Assist Director with community outreach, training, and marketing activities
  • Ensure compliance with all required service contracts and adherence to all regulations, certification, and other approvals
  • Lead and actively participate in teams, committee, or special projects as directed by the program director
  • Complete assessments for adolescents and children throughout Region 2 of Philadelphia
  • Develop and secure appropriate services for individuals, including referrals to additional support settings or back to Community Mobile Crisis Response Team
  • Work with individuals and their community supports to assess the individual's needs, which includes determining the level of care necessary to meet the individual's needs, and developing alternatives to involuntary hospitalization through assessment, crisis planning, counseling, and coordination of community care linkages and discharge process
  • Document all service intervention activities in the electronic medical record
  • Advocate for individuals served by outside agencies to ensure receipt of services as needed
  • Interface with families of persons served and other interested parties to support provision of service
  • Maintain communication with physician, psychiatrist, pharmacist, and other appropriate ancillary service providers such as speech therapy, physical therapy, and occupational therapy as relevant to providing emergent services
  • Participate as a member of the interdisciplinary team; maintain complete and accurate clinical record
  • Provide counseling, guidance, support, resources, and encouragement to persons served to take responsibility for and actively participate in their own recovery
  • Increase awareness of and support participation in self-help programs and advocacy organizations that promote recovery by informing the individuals served of those resources as appropriate.
  • Ensure compliance with mandated training requirements including training evidence based crisis interventions and clinical supervision to ensure acquisition of skills necessary in supervising staff
  • Perform cardiopulmonary resuscitation (CPR) and crisis intervention techniques using agency-trained protocols
  • Perform other duties as assigned


IMMEDIATE SUPERVISOR: Clinical Director, Crisis Intervention and Stabilization Team

DIRECT REPORTS: Intervention Specialists, Case Managers, and Certified Peer Specialists

CONTACTS: Individuals served and their families and caregivers, staff, general public, funding source representatives, program evaluation personnel, related professional agencies/social service agencies, community mental health centers and hospitals, advocacy groups, county and state government representatives, employers and other stakeholders.

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:



  • Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or equivalent license


  • Three (3) years mental health experience
  • Supervisory experience preferred
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; Experience working with electronic medical records and interfacing with information technology around program support needs preferred
  • Flexibility to alter working hours as needed
  • Demonstrated ability to work effectively as part of a team
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Must be able to perform CPR and crisis intervention techniques using agency-trained protocols
  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
