Description

LinQuest is seeking a motivated Program Manager (PM) with an active DoD Top Secret clearance to join our dynamic team at Wright Patterson AFB in Ohio to provide support for the Command, Control, Communications and Battle Management Program Executive Office (C3BM), Advanced Battle Management System (ABMS) Digital Infrastructure Division.

As Program Manager, you will be responsible for assisting the government with planning, direction, oversight, and administration of projects and ensure full compliance with contract requirements. The PM participates in program reviews, supports experimentation events, and readjusts resources and schedules to accomplish programs. This individual will plan and adjust work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity. You will facilitate continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrate problem resolution into ongoing work without loss of workforce efficiency. In addition, you will demonstrate expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex proposals, such as technical projects and strategic planning as a top-level contributor/specialist.

Responsibilities:



  • Responsible for overall planning, direction, oversight, and administration of projects
  • Ensure full compliance with contract requirements
  • Implements and provides guidance related to processes and policies, oversees the work of staff, and recommends priorities of projects and programs
  • Demonstrates expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex projects as a top-level contributor/specialist
  • Mentors project leaders to improve processes, procedures, and standards based on programmatic needs.
  • Allocates resources and sets schedules to accomplish program objectives including the quality, timelessness, and costs
  • Implements associated risk mitigation strategies, briefs senior management
  • Participates in program reviews and adjusts resources and schedules as needed
  • Plans and adjusts work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity
  • Facilitates continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrates problem resolution into ongoing work without loss of workforce efficiency
  • Accomplish program and mission goals by relying on extensive experience and judgment
  • Perform a variety of complex tasks with a wide degree of creativity and latitude
  • Provide consultation on complex projects and be a top-level contributor/specialist
  • Interface with team leads and senior Government personnel
  • Interact with team leads and SMEs to resolve project or technical issues
  • Strive for continuous improvement with project teams
  • Adapt to new requirements and challenges
  • Provide verbal and written reporting to senior Government personnel

Required Skill & Experience:



  • Bachelor's Degree
  • 15+ years' relevant PM and/or test & evaluation experience in the DoD
  • Experience with DoD program management practices, reporting, quality guidelines, and financial management
  • Active Top Secret clearance


Preferred Skills & Experience:



  • Master's Degree
  • DoD Program management training, DAU certification(s), or PMP desired
  • Experience in commercial or DoD test planning, test execution, and final report writing
  • Digital Engineering, DevSecOps, and/or Agile project management experience


Compensation: Starting salary ranges from $130,000 to $170,000 depending on relevant experience and qualifications.
