Job Summary

The Executive Director of Nursing Clinical Operations and Workforce is responsible for developing, implementing, and maintaining strategic staffing initiatives for nursing workforce utilization and executing strategic objectives and goals across Cook County Health (CCH). This position will provide strategic oversight and guidance in the development of a centralized staffing plan, oversee CCH retention strategies and establishment of a nursing recruitment pipeline. The Executive Director will be accountable for overseeing Nursing Workforce Management to ensure accurate planning, forecasting, and maintenance of employed and contracted resources across CCH.

General Administrative Responsibilities

Collective Bargaining



  • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
  • Participate in collective bargaining negotiations, caucus discussions and working meetings


Discipline



  • Document, recommend and effectuate discipline at all levels
  • Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
  • Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements


Supervision



  • Direct and effectuate CCH management policies and practices
  • Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements


Management



  • Contribute to the management of CCH staff and CCH' systemic development and success
  • Discuss and develop CCH system policies and procedures



General Administrative Responsibilities continued



  • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
  • Work with Labor Relations to discern past practice when necessary


Typical Duties



  • Leads the development and execution of strategic staffing initiatives and goals for Nursing Workforce utilization by integrating latest technologies, best practices, and evidence-based models
  • Collaborates with the Chief Nursing Executive (CNE) on all strategic and operational objectives
  • Reviews and assess agency workforce rates and costs within budget guidelines to remain competitive by participating in the contract processes, utilization management, and metric development
  • Provides direction and oversight to establish an effective system-wide nursing staffing plan which includes volume/demand forecasting, seasonal/surge needs and attrition rates, and the optimization of the current scheduling system
  • Oversees the system-wide nurse staffing, workforce management, and retention policies, procedures, and processes.
  • Serves as a facilitator for the shared decision-making process and provides leadership for utilization of best practice evidence in nurse staffing
  • Evaluates, develops, and implements new programs and services for safe staffing and models of care
  • Leads the operational plan and budget for the development of staffing models
  • Develops a multi-year nursing workforce strategy for CCH nurse hiring and retention. Provides oversight and direction for employee retention strategies
  • Develops hiring projections for future workforce based on projected retirement, turnover factors and current hiring velocity.
  • In collaboration with Human Resources, oversees the establishment of a recruitment pipeline in partnership with nursing schools and community resources
  • Establishes hiring targets and resource allocation to ensure hiring goals and reduction of contracted nurses are achieved
  • Performs an ongoing analysis and review of staffing metrics to promote efficient utilization of nursing resources
  • Collaborates with Human Resources to establish a recruitment program for international nurses as well as other nursing pathways. Stays abreast of best practices related to recruitment retention and workforce management
  • Collaborates with CCH Leadership to provide direction for Nurse employee wellness programs
  • Collaborates with CCH Leadership, i.e., Marketing/Communications, Human Resources, to establish internal and external marketing and communication strategies to recruit and retain nursing staff
  • Leads various committees as assigned by the CNE
  • Performs other duties as assigned


Reporting Relationship

Reports to the Chief Nursing Executive

Minimum Qualifications



  • Licensed as a Registered Professional Nurse in the State of Illinois or ability to obtain Illinois license within two weeks of starting employment
  • Master's Degree or higher in Nursing or related field from an accredited college or university
  • Five (5) years of Nursing leadership experience in staffing operations, workforce management, recruitment/retention, project management and/or informatics


Preferred Qualifications



  • Previous experience working with organized labor
  • DNP or PhD in Nursing, Business, Public Health or Healthcare Administration from an accredited college or university
  • Five (5) years of experience utilizing nursing technology systems to enhance operations
  • Advanced Certification in performance improvement (Lean Six Sigma for health care Green Belt level education/certification or higher)
  • Certification as a Nurse Executive, Advanced (NEA-BC) or Nurse Executive (NE-BC)


Knowledge, Skills, Abilities and Other Characteristics



  • Knowledge of current theoretical approaches to the delivery of nursing care and trends in healthcare for hospitals, health care facilities and ambulatory care centers
  • Knowledge of current leadership, management, and quality improvement concepts and practices
  • Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
  • Ability to prioritize, plan, and organize projects and tasks
  • Demonstrate ability to effectively lead and manage change
  • Demonstrate attention to detail, accuracy and precision
  • Demonstrate competence in coaching and mentoring for leadership development of direct reports


Physical and Environmental Demands

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
