Child Care Licensing Specialists help with original licensure, renewals, complaints and Stage II investigations (a child care licensing inspection following a child abuse investigation) for Family Child Care Homes, School-Age Programs, Child Care Centers, and Children's Resident Camps located within each County (or Counties) we serve.

Salary range for this position is $55,000 to $60,000 per year

HOURS: Monday - Friday, 8:00 A.M. - 4:30 P.M.

OBJECTIVE:

To perform the following functions regarding the original licensure, renewals, complaints and Stage II investigations (a child care licensing inspection following a child abuse investigation) for Family Child Care Homes, School-Age Programs, Child Care Centers, and Children's Resident Camps as located within each County (or Counties) we serve. The incumbent will disseminate information regarding the licensing process, the rules governing Family Child Care Homes, School-Age Programs, Child Care Centers, and Children's Resident Camps as located within each County (or Counties) we serve.

Mid Mountain -- Park, Chaffee, Lake, Pitkin and Gunnison counties

QUALIFICATIONS:

Minimum Qualifications: Bachelor's Degree in a human service-related discipline such as Sociology, Social Work, Psychology, Human Services, Early Childhood Education, or closely related field and a minimum of three years of professional experience working in a human services field in either a private or public entity, which includes working in the group care of children or in child care licensing, early childhood or related field. Substitutions: Professional work experience in group care of children, child care licensing, child protection or occupational field closely related to the work assignment which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

A valid Colorado driver's license. Must have the ability to travel great distances alone in all types of weather and road conditions, in own vehicle, which may require overnight accommodations. Must pass a Colorado Bureau of Investigations and a Federal Bureau of Investigations background check.

Per contract requirements with vehicle insurance provider: Qualified candidates must be 21 years of age and have no major traffic violations for previous 3 years (for driving/insurance purposes). Must have reliable transportation; must also be able to operate company vehicle.

It is preferred that the incumbent have excellent written and verbal communication skills and demonstrate the ability to interact with various types of internal and external customers. The incumbent must have the ability to work independently, to be resourceful and creative in problem solving. The CCL Specialist must be able handle a large caseload and work under pressure while demonstrating the ability to maintain accurate records. The CCL Specialist will be expected to be detail oriented and develop a working knowledge of community resources, working knowledge of child growth, development and safety practices and ongoing knowledge of early childhood education. The incumbent will maintain confidentiality regarding all day care files and provider information. The CCL Specialist must demonstrate a professional and personable image with the ability to speak convincingly to various sized groups. Mandatory Computer Skills include Word, Excel, Internet and State Computer Systems. The CCL Specialist must be able to sit and stand for long periods of time.

KEY RESPONSIBILITY AREAS:

CCL Program Management and Investigation

The CCL Specialist is responsible for conducting unannounced visits of facilities between licensing continuations and performs a complete review of the facility's operation and to monitor compliance with applicable laws, rules and regulations. The incumbent will review and process initial and renewal applications as well as all monthly continuations. The incumbent will supply information and answer questions regarding licensing procedures. The CCL Specialist will investigate the applicant, all residents and employees of the applicant's facility, including any investigation required by the State to determine the suitability of the applicant and the facility for licensure. In addition, the incumbent will investigate all licensed and unlicensed facilities which have had a complaint called in and report to proper agencies the outcome of said complaints. The incumbent will also closely supervise Child Care with a pattern of complaints that have been substantiated.

CCL Processing

The CCL Specialist will complete monthly visits to facilities with probationary licenses to determine they are in compliance with the regulations. The incumbent will process denials, closures, change of capacity, negative recommendations and revocations of Child Care Licenses. The incumbent will also compile all documentation required by the Division of Early Care and Learning.

Relationship Management

The CCL Specialist is responsible for establishing and maintaining a positive and professional relationship with all customers, vendors, clients, community stakeholders and Goodwill's corporate staff; presenting a positive image of the company to the customer, demonstrating courtesy and professionalism in every task and communication. The incumbent will provide referrals to interagency representatives when necessary. The CCL Specialist is required to attend consistency meetings with the Division of Early Care and Learning and incorporate the information into the licensing procedures, engage in training and supervision of volunteers, assigned to the Child Care Licensing Department. In addition, the incumbent will attend bimonthly licensing correspondence meetings and act as a community liaison while performing other duties as assigned by the Family Services Coordinator.

Research and Industry Involvement

The CCL Specialist is required to research, keep updated by reading trade journals as needed to be aware of trends, theories or initiatives within Child Care and other applicable industries. The incumbent will seek out seminars and symposiums for ideas and stay current with trends in new software, tools and resources available
