This position utilizes all knowledge and experience to lead the entire planning and design process, project delivery planning, bidding and selection, construction execution, medical equipment planning, owner furnished equipment planning, procurement activities, and coordination of all project logistics.
MINIMUM QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. Bachelor's Degree in Engineering, Architecture, Interior Design, or related field. 2. Valid driver's license. EXPERIENCE: 1. 10 years' experience in construction. PREFERRED QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. Master's Degree. 2. Architect or Engineering License. 3. PMP, CHC, and/or CHFM certification EXPERIENCE: 1. Experience in a healthcare system, an academic medical center/health care facility, and public sector and/or university experience. 2. Experience with building systems, design, construction techniques, bidding and negotiating contracts and/or fee proposals.
CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. Utilizes all knowledge and experience to lead the entire planning and design process, project delivery planning, bidding and selection, construction execution, medical equipment planning and procurement, owner furnished equipment planning and procurement, and coordination of all project logistics. Project sizes of $150 million plus with construction teams in excess of 300 people. 2. Mentors and supervises Project Managers, Assistant Project Managers, and PDC Trades Teams throughout the duration of their projects. 3. Develops clear and concise estimates for renovations and improvement requests, including accurate work scope descriptions and accurate estimates of cost; includes recommendations for alternate means of problem solution; with limited monitoring by Manager of Planning, Design & Construction. 4. Develops and leads communication plan for projects to ensure full transparency and understanding of the project by leaders, user departments, stakeholders, patients, and visitors. 5. Prepares and develops detailed project schedules and work scopes for new construction and renovation projects as assigned for customer/stakeholder approval. 6. Reviews bids and negotiates fee proposals of consultants and coordinates activities of architects, consultants, contractors, and others. 7. Represents WVU Medicine as the reviewer of professional service billings to ensure requests align with work performed. 8. Prepares and provides project status reports and project schedules for stakeholders and senior leadership. 9. Provides recommendations on project costs analysis and alternatives to deliver projects on time and on budget. 10. Acts as a consultant to leadership in determining the best construction delivery method for each project. Reviews project delivery outcome and keeps detailed historical records of lessons learned. 11. Skillfully navigates the wide array of tasks and responsibilities required to successfully deliver projects while providing the highest level of customer service. 12. Leads approval process for all user groups and well communicates the scope of work and cost implications of project intricacies. Leads change management initiatives with the user group to keep project on time and within budget, utilizing LEAN processes. 13. Responsible for project compliance during design, construction, and closeout for any and all regulatory agencies having jurisdiction including, but not limited to, Joint Commission, CMS, West Virginia State Fire Marshall, and OHFLAC. 14. Manages and reviews for accuracy all project files and documents throughout the course of a project and during project achieve. Project files and documents include contracts, drawings, addendums, bulletins, specifications, submittals, installation and operations manuals, as-built documentation, and other related project files. 15. Manages all approvals and signoffs of sample materials, mockups, floor plans, etc by department stakeholders for each project and reviews for compliance of all WVU Medicine brand standards. 16. Leads all applicable user groups through project design, bid selection, construction, move in, and go-live in an efficient, safe, considerate manner focusing on positive outcomes for employees and patients. 17. Directs all reviews of plans, specifications, drawings, and other project documents with stakeholders, vendors, and design teams to ensure proper installation and operation of any and all equipment and/or systems. 18. Directs, supervises, monitors, and coordinates different tradespersons and contractors by daily visiting their assigned projects, in the completion of their assigned construction work towards the timely and cost-effective completion of all assigned projects. 19. Responsible for directing all expenses regarding equipment, owner furnished equipment, construction, design, change orders, project scope changes, and other capital expenses, ensuring the project remains at or below budget. 20. Review and/or approve shop drawings, change directives (field work orders), request for information, and change orders as necessary. 21. Manages change order log. Tracks all project expenses constantly. Maintains all budget vs expense documentation and project schedule. 22. Manages the activities of contractors, vendors, and WVU Medicine personnel to follow all facility procedures. Communicates the varies activities to leadership and employees as necessary to avoid impacts to daily operations. 23. Leads collaboration of all applicable hospital stakeholders and coordinates necessary interruption of services with Operations, hospital utilities, energy partners, and other stakeholders. 24. Alerts appropriate leadership staff of any and all unforeseen conditions and issues found to minimize impacts to project schedules and budgets. 25. Transitions projects to health system departments at occupancy. Closes out projects at completion, ensuring all final invoices and contractual commitments have been processed. 26. Performs all above duties with dedication to the highest level of customer service for all care team members and patients. 1. Thorough knowledge of standard construction industry work practices and procedures. 2. Knowledgeable with both common and highly specialized materials and equipment used in healthcare facilities. 3. Knowledge of applicable codes and regulatory requirements such as OSHA, OBC, NFPA, JCAHO, ADA, HIPAA. Understanding of the LEED rating system. 4. Technical knowledge of design and construction in order to effectively maintain record documentation. 5. Ability to professionally interact on a daily basis with individuals on all organization's levels. 6. Excellent interpersonal, written, and verbal communication skills including demonstrated ability to effectively communicate with a broad range of customers and management levels. Proven organizational and problem-solving skills. 7. Highly proficient in construction software platforms including, but not limited to, Autodesk Suite of Products, Bluebeam, E-Builder or equivalent, and Microsoft Office Suite.
