JOB SUMMARY: The Program Manager coordinates and oversees the Employment Program in Montgomery County, supervises staff, maintains up-to-date records and files, complies with regulatory and contract requirements, oversees billing, supports the achievements of personal outcomes for program participants, and tracks program activities.

SUPERVISORY RESPONSIBILITIES: Supervises 5 staff directly, but in the absence of managers can supervise up to 16 staff within the program.

ESSENTIAL DUTIES and RESPONSIBILITIES:



  • Provides oversight of programmatic operations of Montgomery County Employment Services.
  • Provides direction to program staff to ensure that all monthly reports, Individual Support Plans (ISP), and other supporting documents are completed in a timely manner and the development of learning profiles and desired personal outcomes are achieved.
  • Responsible for intakes on all referrals and determination of eligibility for program services.
  • Maintains ongoing collaborative relationships and partnerships with stakeholders including government agencies, community-based organizations, and advocacy groups to ensure compliance with all regulations.
  • Ensures compliance with contract/grant requirements as identified by funding agency, including, but not limited to, program and contract deliverables, consumers' outcomes, reporting, etc.
  • Strengthens the referral base, develops potential employment opportunities, and links individuals to additional required services.


EDUCATION and EXPERIENCE:



  • High School Diploma/GED required and a combination of required work experience. Or
  • Bachelor's degree, preferably in counseling/rehabilitation or other appropriate area.
  • Four years of supervisory/managerial program experience specific to disabilities, with considerable knowledge of the vocational training/rehabilitation field.
  • Two years of experience working with applicable state and local funding agencies such as DC RSA, DC DOES, MD DORS, DC DDS, and other community-based agencies in the Washington Metropolitan area.
  • Two years of experience in conducting career assessments, vocational evaluations career counseling and job development.


SKILLS and COMPETENCIES:



  • Excellent written and verbal communication skills, in addition to the ability to work autonomously, flexible and must possess strong problem-solving skills as these are necessary for successfully accomplishing program outcomes.
  • Ability to write professional reports, memorandums, etc.
